I really want a game in this setting. I'd prefer just to PLAY, but I could sit around forever and never see a game. So... I should be the change I want to see, right?
But it's such a big undertaking I want to see if there are people willing to work on it with me.
As for codebase, I can think of a few that would hit the mark, so I'd leave that decision to whoever would be willing to code with me. Yes, I do mean with. I am not a great coder, but I can do some code. I can get by without breaking the world in MUSH/MUX and I've been learning Python so I could even make faces at Evennia over time. I've also got an Ares playground up and running on a server that I dabble in from time to time (though I am not ready to make any MAJOR modules, by far).
I would want to set the game in Ketterdam. I think Six of Crows did a better job of introducing a setting. Kaz's story was much more "in a world" while Alina's was very "in her head." I also love Ketterdam and how it's very "gangs vs merchants." I think you could have a lot of fun there while still letting people play Grisha (and they wouldn't be as 'powerful' since they'd have to be attached to a gang, club, or even under a merchant's 'control' as it were). It'd also be more distant from the wars, giving people a bit more freedom to roam and do as they please.
...all the above might be confusing to anyone who hasn't read the books yet.
I also think this would be a great time to begin work on a game since Netflix has begun work on a series. Once that series airs, there will probably be a rapid increase in interest, so even if it takes a while to really get a game ready... there's the chance to have something amazing ready to go once the show is out there, y'know?
I'm just not up to doing this solo. I'd want help, again, with code. With fleshing out a grid (I can build/desc, but I'm not so good with spatially reasoning it out). With making sure I balance everything once a system is settled on.
Things like this. I want to try to assemble (even if it takes a while!) a small, but dedicated team. And again... I don't mind if it takes time. I want to play on this, too, and I know anyone who works on it with me would also! So this would be something that is zero rush and 'take your time.'

That said, I'd love to play a game in this world.
I don't know how much I could offer in the way of help. I haven't done any game building since the 90s and that was the last time I coded anything too. But if you get a critical mass I'd be happy to offer what I could.

Man, tons of books getting series. Wheel of Time, this. Wonder what's next.

You should start with The Firm, since it's the most well known book. Then work your way out from there. A Time to Kill. The Pelican Brief. Like that.
