Magicy Shenanigans - high fantasy or more modern

I'm planning on doing another game. I definitely want magic involved as I'm a huge mage person, and I think high fantasy action is always called for. I ahve a few ideas what to pursue, but I want to see what people think. The ideas are simple.

A world of pure magic where the governments are basically run by different guilds. Think of them as the different magical styles, and the intrigues that happen when different guilds try to take more territory for one another. What sorts of magical intrigue and politicking happens as a result? Think HIGH MAGIC L&L game. If you're familiar with the Cross-gen comic Mystic, it is mostly inspired by that.

The Magicians. Set at the school. Think seasons 2 or later. None of the book characters, but more inspired from the comic when the school opens up to hedge magicians and the tensions that arise a a result.

The first one sounds somewhat similar to an idea I've been bandying around in my head for a while. Instead of guilds I was thinking organizations like the covenants from Ars Magica or the Shek Pvar priories from Harn. Or maybe the families from Monarchies of Mau; though, I kind of want to use those for elves. However, those all could just be guilds in the end. I like the general idea. It really depends on the details and implementation.
EDIT - Well so far it seems people favor option 2, so you run with that and I'll run with option 1.

I wasn't a big fan of Magicians but it was very, very MU*. I felt like I was watching a live action MU*. Not great for TV (for me) but great for a setting.

@Ominous I've been reading the Cross Gen comics again and have been inspired by the myth arc of The First and the world of Mystic. It could definitely play out as a cool L&L type game, but you're right, people seem to be yearning for Brakebills. I could get in on either action, which is why I'm crowdsourcing the answer!
Now, what systems would we use?
For the earlier idea, I could see Dark Ages Mage being used or just say scrap the system and make something from scratch or jigger up some Ares thing.
What would be best for Magicians/Brakebills/Fillory?

I am more inspired by Kill Six Billion Demons' central cityworld of Throne and the demiurges who are locked in a cold war. I could also see a world where numerous covenants/guilds/houses/universities/priories/whatever are constantly jockeying for position in some sort of senate. Maybe each org has one Grandmaster who has absolute control of the org, but everyone else is slowly waiting for the Grandmaster to die to then try to take the reins.

The latter is the world of Ciress, minus the sigil bearer pretty much.

While most PbtA games wouldn't work well for a MU*, I think that the Broken Worlds game for K6BD could probably translate quite fantastically.

I wasn't thinking of doing a Kill 6 Billion Demons game. As much as I like the comic, I'm not that interested in it as a MU*.
