@fatefan We've made some changes to the base rules of wild talents to make it a bit more mush friendly so when you do check it out realize the Willpower rules aren't a thing on our game, we use a different system all together for that, and we've changed how a good few of the flaws and extra's work to fit better with the setting and theme. I'm not sure if it's the intended link, and staff can feel free to edit my post and remove this link if it's not the real deal but I got my digital copy of the rules from https://archive.4plebs.org/dl/tg/image/1373/22/1373227377057.pdf after buying the physical rulebook for 2.50usd at the local gamestore on sale.
Still it's useful to understand the rules.
Edit: WARNING the rules are REALLY terribly ordered, and confusing in the order they're presented. I've done a lot of work to make them easier to understand and work with on the actual mush so it shouldn't be nearly as confusing. Please keep that in mind when you're reading the official rules set.

As I was checking out the wiki, I couldn't help but notice that the main page image (https://vignette.wikia.nocookie.net/ttctnoir/images/9/94/WSjygzb.png/revision/latest?cb=20160129025233) appears to be incredibly similar to the logo image from the United Heroes wiki (https://www.unitedheroesmush.com/f6iH7aS.png).
Is this game being run by the same set of people?

A guy who played a few characters at UH once claimed that the UH logo was almost identical to the logo from a game he'd run/shut down years earlier. The one in your links looks identical to the one he linked me to (I almost think his was even Two Tone Tales for some reason). He was annoyed because he paid somebody to build his logo, so it looks like they all just use the same graphic artist.

It is the same guy. Mind, @Nemesis has me blocked, but @Mr-Johnson shared the image from UH with me before he began this project and told me how he'd commissioned the image for 'Two Tone Tales' a long while back, but never got the game off the ground back then.
So the image is his, commissioned, etc.

Yep, I had it done for this game first. The reason they look similar is that after this game died the most recent time the image we'd had made for this project was re-used by the artist when he became staff over at UH. No it's not the same people running UH. I mean if it were that'd mean there was more then just me, and two coders at least, but no.
Just me, and a pair of coders working to help get this dream off the ground.
I'm the same guy from UH though who played and still actually to this day plays a few characters at UH. Never really stopped playing there just took a bit of a break when life went hectic.

It's that time again folks: Update time
So, after much effort we've completed the Gotham grid. There was a good bit of humming and hawing on the exact layout but I think the one we settled on wound up turning out for the best. Metropolis is now about halfway finished, which means our grid is about 3/4ths of the way done give or take some extra rooms like no-mans-land and the USS Appomattox. (Still undecided on if we actually want to make that a grid room or wait to see if anyone actually winds up building characters who are members of ONE to actually use those rooms. Feedback is always welcome on that front. Do we even need to build grid rooms for the Appomattox or should we just leave that to be Roleplay Rooms?)
The combat system is trucking along right on schedule and we should be just about ready to shove that full force into closed testing in the near future! I'm honestly really excited to see feedback from testers on it as our Coder's have put some really good work into it.
Chargen is a good bit more behind schedule then I would have liked but sadly we've only got so many resources to allocate so sometimes things need to get pushed back a bit. We've made some modifications to how it'll work once it's coded but some roadblocks to actually getting it coded have cropped up, (along with a minor communications error) running us into a bit of a brick wall we need to either climb over or knock down before we proceed to allowing people through chargen proper.
The wiki hasn't seen much work since my last update but I'm definitely going to post some more delicious delicious pages onto it so you guys have new content to read. Don't worry on that front it just takes something of a back seat to all the other work that needs to get done for the wiki to mean much.
I've successfully managed to modify the Flaws, Extra's and Examples to a point that I'm confident they're ready for testing as written. We just need to work some of the details into a coded format and they'll be ready to throw right into the realm of chargen.
Other then that progress is moving steadily forward as it has been. I'm not taking any breaks from creating content for this place, and hopefully we'll be able to get back onto our internal schedule, and before you know it move on to an open beta. I'll warn that's still a good ways off however.

@fatefan We're running a bit behind schedule, due to some unforeseen situations involving the departure of a member of staff the addition of a new member of staff and the hunt for someone willing to code up chargen proper while our remaining coder works on the combat code. We've made some progress but it's been slow we're effectively stalled on progress till we can get in a second coder, or our one surviving coder finishes the combat system to a point where we can resume work on chargen.

Good news everyone as of 5 minutes ago at time of posting our combat system is complete. There may still be some bugs to work out but I have to say I am VERY happy with how it turned out now we just have to finish chargen and we'll be ready for open beta.
In sad news the Metropolis grid will need to be reworked as the person who had graciously donated the majority of said grid has revoked our right to actually use the grid they provided and asked that it be removed. Out of respect for their wishes I'm removing the work they did, and am going to do my best to rebuild it in a manner unique from the way they had crafted the city. Unfortunately that means metropolis needs to be built from scratch. Again. On the bright side Gotham is good to go. If anyone wants to connect and get an early reserve on characters maybe start RPing we're looking at doing that here shortly. Run a nice small contained plot to get people into the world!
Edit: The plan at current is to speed our way through finishing the +finger code, then build a very basic placeholder chargen system. This would just be a quick and simple Background you can set power descriptions you can set and the number of dice you use for each power. Eventually it'll be replaced with proper chargen where you have point totals and need to buy your powers/skills but it should hold us over while our coder does his best to build the chargen proper.

I'm seriously appalled that anyone did this, and a little amazed/surprised that anyone would take them seriously. In the past year I've quit coding for 4 games with absolutely no intention of going back. The first was a game I was hosting too, where the GM just up and disappeared (and started melodrama for me with a group of staffers on a whole different/unrelated MU about the game I was building). I left that game up and running for several months to give the clown the chance to come back and find himself another coder/host. The next was the same kind of deal: When I quit I not only offered to leave my code but continue hosting free of charge for the guy. He said, "Keep your rotten server." He was obviously not serious anyway. The 3rd was just weird-ass passive aggressive melodrama for no apparent reason other than its own sake. I chowned all my code objects to that dumb fuck's Wizbit (ensuring flags/locks/powers/etc wouldn't get reset) and then @nuked my own Wizbit from #1.
So since I was 15 or so, I've been seeing morons quit MUs even as players and bitch around after staff continued to NPC their former PC(s) in the interest of providing closure for other PCs. When I was 18, Cajun Nights actually had gone as far as to make a policy stating that any material you supply to the MUSH as a staff or player contributor was the same as handing over copyrights under something like the MIT License (which actually existed then but wasn't mentioned by name). When I left Cajun Nights over staff melodrama (I coded there as well as staffed for a couple of spheres), I found out they had actually kept NPCing my primary PC there not just for closure but because they thought he was a great atmosphere piece in his Sphere and an excellent foil for cross-sphere interactions. I was fucking floored and no less than thrilled by the flattery.
Only 1 single time, when I was about 28 or 29, did I ever encounter some clown demanding that I not "steal his ideas" and that was from what started out as a pretty normalized medieval/Low Fantasy setting and then rapidly descended into his weird Anime Steampunk wetdreams. When I told the guy (who wasn't really a partner or cofounder so much as a contributor from the start) that I wasn't going to do that for any goddamn reason at all, the fucktard pitched a fit and demanded that I @nuke all the grid sections he'd built and furthermore that I'd better not go and use his ideas when I realized how fucking great they really were. Ell. Oh-(MFG). Ell.
In a case like this, where you clearly had some kind of falling out with a volunteer contributor, I really don't see any reason at all to rebuild your grid just because somebody left with a stick up their ass and a pack of petulant demands. This person clearly has the maturity of a poodle and the brains to match - I don't really care how good the descs are and I don't even remotely recognize them as original work even if they were actually invented out of raw ether - Metropolis sure as shit isn't their "intellectual property" any more than any single pose they transmit to the MUSH during IC sessions and I'd dare say far, far less.

If I didn't respect the person and their wishes I wouldn't be doing it. It's more out of a sense of respect and the fact I still want to be friends with said individual so I hope this can be a sort of olive branch. More a "Hey man I don't like it, but I respect it, and wish you all the best" because before recent events we were fairly good friends. That said I have been able to dig up some old room descs of a former iteration of the project. It's not complete metropolis but thanks to a bit of help provided by another contributor we should be able to make a working metropolis grid out of what's left in time for the soft alpha launch here in a few days/weeks depending on how fast we can put the simple placeholder character generation together.

Update time again! We have backgrounds, and +finger finished. All that's needed is to set up the locks, the job system and we are golden for alpha launch. Hope you boys and girls are ready for a nice bit of Noir superhero fun! Already got a plot-line planned out for our initial alpha launch if people are interested. Once we get the finishing touches done for the alpha launch I'll be posting up the IP on here. Might post an Advert thread for it as well.
