Info about these Forums

I'm looking for technical information about the forums here, specifically are they someone's own design or were they built using a readily available format/system that someone with little to no web experience could use/handle?

It's software called NodeBB, you can find it here.
ETA: As to the second part of your question, I'd say it's probably harder to setup than some other forum software, but that's mostly because it requires a few more steps. If there's interest, I could do a tutorial about it.

Also wow. 100/month for the smallest option? (Though I might be able to swing the non-profit 20/month consider the purpose I want to make a forum for.)
Is there a free version?
Also could you recommend any other forum programs/platforms?

@FiranSurvivor I used invisionfree boards for years for various different RP games/groups, both IC and OOC boards. Easy to set up multiple levels of access depending on IC ranks, orgs etc.
