Poll: Changing Breeds Game System

So I've been getting back into WoD and I was talking with some folks about games and spheres and how you could possibly do an entire game centered around Changing Breeds. My question is, and this is just for gits and shiggles, if such a game were to be made what system would you want it to use...
I personally like oWoD but nWoD is very close. I felt the W20 changing breeds were rushed and kind of bland.

How are W20 Fera different than the oWoD Fera? They seem awfully similar to me.

Similar is not the same. The Apocalypse Fera were described in great detail over, what, like 10 or 11 books? Where as W20 Fera are described in a single tome and, to me, were dumbed down quite a bit.

I absolutely prefer the "a kind of werewolf" Fera from the olden times. I wasn't crazy about their metaplot vis a vis Gaia, the Garou, et al., but I did like their uniqueness and individual histories.

Given what I've seen of Changing Breed roleplay...
FATAL is the optimal system. -
oWoD. nWoD changing breeds are too aimless, it feels like it would be difficult to run plots for 'I stand around being a tiger person, all day' sort of characters!

I always liked the idea of the alternate rules for "shapechanges" in War Against the Pure. For me it would be the most interesting to keep the "others" close to what a werewolf is (four forms, etc). But then change some of the stats and such based on animal type. With a well defined "template" for animals it could drop in with CofD / Werewolf the Forsaken 2e and be fun.

The Skin Thief Facet kind of makes this an exercise in meh.

@Ganymede It's Changing Breed. The entire thing is an exercise in meh. I'd say rebuild it from the ground up if nothing else.

I meant, with that particular facet, you don't need Changing Breeds. Just be a Wolf, and use the skin of other predatory animals to be whatever you want.

nWoD Changing Breeds is one of the most broken systems out there - between not following the standardized rules on Powerstats <IE, allowing you to get stats higher than 5 with a powerstat below 5>, the crazy ass shotgun effect of powers <Throw a bunch out there, don't care what goes with what>, the two different power systems, and the ability to build whatever the fuck you want so long as your ST is just as screwed in the head as you are. Also, for some reason they have renown - which does absolutely nothing for them; yet they still manage to do Werewolf better than Werewolves in so far as being able to just buy gifts irrespective of their renown traits.
Also, bestiality is a thing. No, really; it's actually in the book.
I tend to prefer oWoD CB for the theme and story - they're like Garou, but different and have different roles. The v20 stuff has much better rules and some more interesting crunch material <While getting rid of a good bit of the useless or unplayable crap>
