For me it is more then fluff it does effect how I play the character. the books don;t just list condition and mechanical effect it then gives a few paragraphs on how that condition effects the character as well, that fluff is necessary to then pose properly.
I see conditions as little different in that regard then someone using a power I am unfamiliar with on my char. In that case I would also pause in posing to look up the details on that power., or if I lacked the book in the case of some cross sphere stuff ask staff. -
I am fairly sure the name of the effect will tell you how it affects your affect.

Yeah, most of the conditions are fairly self-explanatory, and for the rest (like Anchor for example) I can't imagine why you couldn't infer what is supposed to be going on from the mechanics or the context of gaining the condition. -
I've run into a few in the various games where I would think it would be better named something else, but that name was already taken for a different Condition or Tilt.
