As an example of someone who wants to crack a neighbor's WiFi password, if they have Computer 0 in game but Computer 2 out of game, they might know OOC to download Kali Linux. To me, there's a difference between regulating a character's abilities, which is like every stat system ever, and regulating their thoughts and attempted actions. I can try to punch Russel Crowe in the face. That doesn't mean I'm going to succeed, or do any appreciable damage even if I surprise him.

It's okay if someone doesn't see a difference there, but I do.
