Hm. Rifts: Kingsdale looks familiar, but this was definitely an online spread sheet like what Shadows of Humanity has. Save it had the OCC/RCC Name, the splat book, and the 'level' it was at.

There was a RIFTS game I was on for a while where they had a very neat system to counter this.
It was basically a sheet of points - for selecting an RCC or OCC for your character.
I did some web sleuthing and I don't think I found exactly what you were looking for. Though Rifts: Kingsdale did seem to have some kind of Tier System set up.
This was the game I staffed on. What they are describing wasn't ours unless I'm losing my memory.
Which is possible.

I think it's a great system for a MU*. The GM's side is restricted by rules, so you can have player run missions. There's a central location for general grid play. You can have all sorts of missions, and, as characters are out doing other missions already which take time, that leaves other missions open for other characters to take, so the same group of PCs aren't getting all the limelight. It's a dark fantasy setting, but I always felt that there is a spark of hope in the setting, so it's not all grim dark we're doomed. Lots of different threats to aim at the guard. Lots of different types of missions from simple mail delivery and merchant escort to fighting battles.

This isn't a tabletop system, as such, but I was watching an LP of Amazing Cultivator Simulator, and I honestly think something in the cultivation genre would work really well for a MU*. You can have weird, powerful characters with their own quirks, a lot of drama with various immortals, adventure and danger with spirit beasts and exploration, crafting, and depending on how you set up the system up, could really be designed for the long term/persistent environment.

Something with Runequest 6's engineI absolutely love the Basic Roleplaying system (RQ spin-off). I was introduced to the Elric Of Meldibone game when I was young and fell in love with the mechanics. It's one of the older systems that I think actually aged pretty well. It handles long term character advancement elegantly, with enough old-school crunch to make online stats feel substantial. In fact, BRP (4th Edition I think?) Is one of those books set aside on my desk often.

Too late. I have already rolled 4d100/2-1 for my attack roll and managed a crit. My knife has impaled your Achilles' tendon and medulla oblongata. Fortunately for you, as per the rules, none of those things are necessary for you to continue fighting.

I feel like Duskwall (the Blades in the Dark setting) could make an awesome MU*, even though BitD is probably one of the systems least workable in an MU* format.
