People played non-combat characters and found stuff to do for them during combat scenes and plots. It also helps if your coded systems have stuff for non-combatants to do, like buffs, healing, etc. So you get a little less 'useless' feeling out of it.
Like @Ghost says, you can be creative about non-combat combat scenes, but a lot of it comes down to what your players want/expect. FS3 has several built in buffs (suppress/distract/aim) and heals (treat/really) and I can count on my fingers the number of times I've seen them be used across multiple games. Buffing/debuffing often feels useless even when it isn't. And the overwhelming majority of folks would rather burn a luck point or soldier on than 'waste' a turn to be healed. It saddens me on some level (especially since I play a medic who never gets to actually heal anybody) but I've come to accept that's just the way it is.

So it's down to staff to remind people 'hey, these are things you can do if you're not a hit it; they're there!' You'll never make someone do then, but FFS, when did MU*ers get this f'ing passive?

Hey, mushers can be a sensitive bunch. You'd be surprised how many people don't get involved in things because they don't think they're welcome, or that they wouldn't fit in. I think people honestly worry about cheesing off the GRRRCOMBAT!!! people by trying to insert non-combat into their combat scenes. Cheesing people off has a way of thinning out your ability to find RP until sooner or later you're left writing monologues.
So I think it wouldn't hurt for staff to remind people that there's room for non-combat types in certain situations when it comes to fight scenes.
And let's not forget that technically some fights don't bother to stop and ask the person getting attacked whether or not they're a combat type.

Sure, give that a try. Maybe it'll work out better for you than on the three or four games I've tried it on.

It probably does not need to actually be said but if someone were to at this point open a superhero game with a fairly ... normal ... Marvel or DC theme, or even a joined one that made sense and was consistent, they could expect a fairly large number of migrant players.

I don't know what buffs exist, and I don't know how they would affect a situation, to be honest.

Hey, I have enough RL and work that I'm not a solid staff candidate. I'm about 2-3 days per week musher, not that 6-7 day musher.
I tend to have a lot of game ideas and could definitely support someone standing up a game, but a 2-3/wk headwiz just isn't a good thing.
If anyone wants to put this together, I suggest opening a post to recruit people for the project.

I will. I have the exact opposite experience from you on games where this type of thing was supported. Granted, probably an entirely different subset of players, but the concept is still there. -
I'm willing to write for it but honestly? I'm working through a pretty big depression jag and have two jobs myself. Not to mention I have never done this before. But I am talking to people here and there.

No, not X-Men. Sort of. A Gifted MU. At least the general theme of it, if not set in that exact world (given we know so little).
