Code a command that PW blocks a targeted player for a random number between 12 and 36 hours. Have it announce who has banned whom, and kick in 1-5 random hours later.
Variant 1: Only one player can be blocked at a time.
Variant 2: You can't be blocked again until everyone else has been blocked once.
Variant 3: If you block the last person other than yourself, you are also blocked with them.
Do not explain how it works.
If asked about it, explain that it is "working as intended."
Have it track who has banned whom and post that update once a week.

Is the game an original theme/creation? If that's the case, the 'hand over the reins' advice is less viable -- even just practically speaking -- than it could be otherwise.
In this specific case: regardless of the above, there's obviously a problem. Wherever the 'truth' is in this situation -- I have no idea and won't pretend to know -- I don't know if I would call it something fixable. If the situation has degenerated far enough to have factionalized the game so dramatically in an OOC fashion, there's no 'win' here, and that's for any of the parties involved.
In the case of an original theme game especially, but more broadly, it may be a beneficial gesture to grant permission to the parties who can't come to an agreement to share the same space peaceably to recreate whatever aspects of the game they like elsewhere. While it shares conceptual space with 'hand over the reins', it isn't the same thing: if people want to keep going with their stories free from whatever they consider an oppressive influence, they're free to do that -- but they have to put the work in to do so.
Also, if there is a real problem here -- I don't know if there is and I'm not going to guess -- and there was evidence that was ignored for whatever reason, that is really not something that is OK. No amount of sticking your head in the sand will fix it, and I say that as someone who is pretty impressively avoidant and isn't super comfortable raising issues I think will be difficult, especially with friends or people I rely on for some reason. Avoiding it only lets those problems grow larger and mutate until they demand a resolution of some kind, after all.

@icanbeyourmuse To be fair, JaySherman was looking for someone to take over administration/running of the game for several months now. Before this happened. So I think Notuseless was kind of counting on that.

Everything isn't all that it seems in this mess though, but the baseline is, some people who were banned from other games were banned for a reason. (Others were banned unjustly from one game, yes, I was one of them.) While I understand and appreciated JaySherman's willingness to let bygones be bygones (as far as people being banned from other games) and giving people another chance, I think there should have been a probationary period for such people. (Including myself, even though I was banned unjustly, because proving one's self is of utmost importance).

If you knowingly allow bad players onto your game, get rid of them. Ban them.
If you don't, admit your mistakes, and move on.

I was talking about before any of that other stuff happened. (I'm doubtful about the whole "creeper" thing, because reasons I won't go into here, in any event, but that's not what I was talking about. As far as I know, the alleged "creeper" was never banned from anywhere, though I could be ignorant - but yeah, if he was provably guilty, he should have been dealt with).
The bottom line is when you accept banned players, you don't always know what the truth is regarding their situations. Sure, some are actually guilty of what they were accused. Some were not. There has to be a way to separate the wheat from the chaff while not being unfair to the wheat.

Banned players who were banned for legitimate reasons almost always reveal their colors on new games. You don't need a probationary period to identify them and deal with them.
