Does it cover everything? Well, no, not really. But I think it's general enough to get the idea across in a largely functional and effective way.
I saw a guy get tossed out of a strip club for whipping out his thing while watching a girl dance on a pole, and whacking at it fiercely. It took a couple of minutes and a lot of laughter before the bouncers came by and physically hauled him out. And this was a place where there was titties-a-plenty.
I guess my point is that I lean on common sense. If I have to tell you why it's inappropriate to lead someone by the leash on the Battlestar, I think I'm just going to talk to Faraday.

I have seen far more in seedy bars RL than I have in strip clubs which are a lot more careful because they tend to be under more scrutiny.
Dance clubs too for that matter, not saying I want to see it on game because I definitely don't but one thing no one can say is that it is not realistic. -
Someone walking into a goth club or biker bar wearing a leash ... 'unacceptably forcing kinks on others' who are simply present.
By that same logic walking into any room while having tits is forcing your lesbian agenda on the people present. That's just people looking for reasons to be offended.
It dosen't matter if someone walks in wearing a giant, neon purple, strap-on it isn't "forcing a kink" on someone unless that viewer finds it arousing and is made uncomfortable by that arousal.
The person wearing the item can't control what other people feel and shouldn't be expected to try to. That's just a rabbit hole of insanity.

Yeeeeeeeeeeeah. Anyways, as was just thankfully illustrated, there's wildly different expectations for what is fine, and that's a problem. Like, some people are just going to see sexualization as inherently part of theme and don't think it's a big deal. Some aren't comfortable with it, but their friends might be like, 'Naw man it's a political game, don't worry about it', and then find that the political meetings are happening in the middle of a bondage club that has an orgy going on. And that might cause just a little bit of friction.
Creeps generally are all about taking advantage of ambiguity, and if there's okay'd sexualization of scenes in public RP then it's better to have more clarity that can't be taken advantage of by the super creepy.

See, that to me seems like a political tactic. Create an environment designed to make your opponent uncomfortable, and never acknowledge it. i mean as long as they don't spend half the time describing the graphic sex in the background or be a total creeper about it.
I think I once had a meting with people while my PC was doing some ritualistic scarification on another PC, but that fact was like background to the conversation, but it totally made the other PC's (hopefully not the players) uncomfortable.

Does it reinforce the story and uphold the theme recipe by adding flavor without overpowering the dish you're setting out on the table that everyone is sitting at? If it does overpower, then you probably should re-think why you're serving it to your fellow guests at the table. If you've been eating that spice for so long you can't tell that other people might not like said spice, then do the right thing and ask.
Otherwise you're going to be having those dinner parties all by yourself after awhile as folks might not like your spiciness, and then you're eating your dish all by yourself crying why no one is RPing with you.
TS now means The Spice.
