Kushiel's Debut uses a watered down WoD system, of sorts. A mortals only version, more or less. That i can tell. With a smattering of M+. Otherwise I don't know any games that use it.

Having been involved with Victorian Reverie, I can say quite soundly that plan to explain everything in detail to some players. No matter how many things you reference, you will have people who refuse to get it. But that is true in any game. Also make sure you are prepared to be labeled a niche game, which will cause most people to avoid the game because they incorrectly equate niche with cliquish.
