@Jaded It's there, you just need to keep trying. Unlike the other posts with a limit it was a couple of hours in to it. This one I got after 15 mins. There is also a sale going on too, and Outlast is still pretty popular, AND Halloween is coming up. I imagine the page is getting slammed.
(That said, if anyone wants the keys I already have the game and DLC, and was able to grab it, so I now have extras. So if anyone wants them, and can't connect before it ends, please poke me.)

Tropico 5 is super cheap on steam right now for its midweek madness with all DLC. A great purchase if you like the city sim building and management games.
