Just a suggestion but how about a 'temporary no second FC' type of policy? If people really want a second character so badly right out of the gate, make them create an OC if they already have an FC.

Something set in the Borderlands universe. Pandora could be a lot of fun to play around on.
A superhero/comic book game that wasn't taken over by insane and/or creepy people
An all original or OC-only superpowers/superhero game. Maybe set in a school of some kind.
A science fiction game set on a space station or in a spaceport city. Something like Deep Space Nine or Mos Eisley without being in either of those universes.
A Final Fantasy Mu* but not one set in any of the specific games. Like take the rules on how classes and magic and monsters and all that work from one game and apply it to an original world.

Electric tea pot with an auto-on timer so there's hot water ready for making tea first thing in the morning now that its actually getting cold. Love it.

Would you make your limiter "Mutants Only" or "X-men Sphere Only"?
Open things to non-mutants that have been members of the X-men (like Deadpool, Hepzibah, etc) and restrict non-X-men related mutants like Justice and Squirrel Girl? -

There's a couple characters I'd definitely knock off that list for an X-focused game. Namely Speed and Wiccan (They're more Avengers tied any X) and Speedball (Not tied to any X-men stuff and not a mutant)

@ghost What I meant more was that while they might have an X-gene (something the comics really should clarify sometime), they've never actually be associated with the X-sphere. They're like Justice/Vance Astrovik. He's a mutant but never has been associated with the X-men. And while Beast has been on other teams, he's always primarily been known for the X-men. Same as Wolverine.

Resetting characters like that likely wouldn't be viable at all in that kind of setting. Its just making another Year One game but forcing all the PCs to be Year One in a Year Five (or whatever) world.
And while there are people out there just in it for the power levels, it usually comes more down to people apping the version that they know most. I'd argue that 'super strong, flight, and power absorbing' is what comes to mind as Rogue's default powerset to most people more than just 'power absorb'. Same with Jean, most people are going to think Phoenix more than plain Marvel Girl for her.
