If we are throwing out names, and including legacy heroes. You could always go with the debut versions of Infinity Inc, who were all in late teens/early twenties when that series started and add:

Wildcat II
And not canon associated with the teams but in the same rough age group would possibly pull in Connor Hawke and Vibe as well. -
I feel like the focus should mainly be on the teens and late teens characters, ala the second season of YJ where things like Nightwing were mission control, and you saw a lot more late teen characters.

Also, what's your (the guy thinking about this place)'s stance on, say, Teen Lanterns? You listed Green Lantern (I assume that'll be Kyle Rayner). Would you be adverse to other lanterns as OCs if they logically fit? Or do you feel that's ramping up the power scale too much?

Not the guy in question but to my mind GLs even teen ones would be big gun heroes. Kyle barely knowing what to do with the thing took down Mongul (granted with some help from Supes) and Major Force.
At some level a rookie with a ring might fit since they would be growing into their abilities though. And Kyle was a member of the Titans team lead by Arsenal in the mid-90s. -
@bobotron I listed Kyle as a possibility but, really, I don't think he throws the curve off any more than Superboy, Mary Marvel, or Supergirl so I think I'd be open if someone wanted to app a teen Red Lantern or something.
And thanks for the additional characters. They're all going on the list. Right now I'm compiling just a big list of possibilities and I intend to whittle them down later if I move forward with this project.
My initial idea was that the second gen heroes get fed up because the first gen heroes (Superman, Batman WW, etc) refuse to step down and let the second generation heroes step up like they should. In response the second generation heroes create a counter to the Justice League for them and the third generation heroes but there's possible stress between the second and third gens as the second genners start treating the third generation heroes like the first generation treated them. That's a lot of generational garble there and I hope it makes sense. That was just an initial idea though.
This is all just "initial" poking and prodding to see if I can find something that makes sense. I miss DC Rebirth and would like to do something in the DC Universe. With Gotham: Flashpoint coming I think I'd like to do something that doesn't focus on Gotham.
