Secrets is a house-ruled 1 to 5 dot Merit purchasable by all characters. For each dot, you can add a die to any rolls related to Austin's occult or changeling lore as appropriate (it is not appropriate for a non-Changeling or non-Faetouched to know Changeling secrets), be it about the Hedge, spirits, ghosts, the freeholds that have come and gone, or even local Gentry.For each dot of Secrets, your knowledge of the Austin Timeline (news timeline) goes back 30 years. The newsfile will only tell you what you know via your Secrets. If you log on to the game and type "news timeline" WITHOUT Secrets, you will get some stuff to work with (back 15 years), but if you buy Secrets up, you will be able to see the full timeline.
The Secrets merit also automatically uncovers information about the game world known to you: if you type "secrets," you will see a directory of all the Secrets entries. If you type "secrets <name of secret>", you will see what your character knows based off of their general knowlege of Austin. If you have Secrets 1, it will only read off the first entries of each. If you have Secrets 5, it will read off ALL entries of each.
Secrets is where we put our metaplot story hook seed things in one centralized location. If you have Secrets 5, you will not be able to put everything together (like if you have Secrets 5 it's not going to tell you 'CHARLIE IS THE VILLAIN AND THE ONLY WAY TO BEAT HIM IS TAKING ADVANTAGE OF HIS SEVERE MILK ALLERGY', but it'll tell you a bunch of shit that will help you put together the evidence to come up with theories on What's Really Happening).

Shoulda thrown in some sort of mandatory link to the less savory secrets of the past, so that with knowledge comes hooks and hooks that are barbed and dug in deep.

Let PCs have different levels of Secrets available to other people. I've seen it on other games and it looked great.

@Misadventure So you are saying that we should make characters have mandatory links to the less savory parts of the story, or that for instance if you take Secrets, then you have secrets yourself, or both or all?
@spasticgoat Can you give me an example of this so I can see how it works?

What I was suggesting is really just inspired by most books and shows I have seen/read recently. Both media often reveal their (often not yet created until you read it) backstory, with details and so on. Often this includes learning things about characters where they colluded with cover ups, committed crimes, or otherwise know more than most about what happened and how it was resolved in a dirty/messy fashion. Cuz how would you know what there really is to know, if you weren't behind closed doors etc? It can be violations of codes or laws, atrocities or actions out of keeping with the desired image, it could just be the sausage factory that is politics, as long as you have something to lose if it's brought to light.
HOW you do it is a matter of taste and complexity. Linking it to the Secrets rating makes it mandatory and tracked by the same Merit.
You could (less) easily throw in Dirty Secrets as another flaw type thing, and let people define it however they like, including linked to the City Secrets.
I like noir, and the intimacy of a shared difficulty, even between rivals or frenemies.
