You have to have reputation at a certain level before being able to downvote a post. I think you can still post with a negative, I've seen people doing so.

At a certain point, people with negative votes have a time limit between posts, as we discovered with Anonymous.

I just would rather not have to pay attention to my high scores here at all. People tell me I'm in good standing, that's great, but I still don't want to have to care.
If I do then I'm no longer posting, I'm posting with an agenda.

Just to give out some information, how low you go as far as negative reputation is concerned doesn't stop you from posting. You have to have a minimum of zero reputation to flag a post or downvote a post, but that's just the default number.
For post frequency, once again defaults:
- No one can post more than once every 10 seconds.
- New users cannot post more than once every 120 seconds.
- New users must have a reputation of 3+ to lower that to 10 seconds.
There are some other settings, but those are the relevant ones.

Woot no matter how low my rep gets it won't effect me. I can barely type anything is less then two minutes as is.

Yeah, I cleared my shit out and it shows up again. Also, some of the random glitches have stopped. I don't know where it disconnected, but it seems to be alright now.
