I tried to read this thread (even just the last five pages). I mean, i really did. But y'all are some wordy fuckers, oy. And also, there's little of substance.
TL;DR the folks from Optional Realities have come to advertise their site and ignored the explicit and implicit function and tradition of these forums when engaged by the locals. Also, @Jaunt has been doing this for over twenty years, @WTFE drinks a lot, and @Sunny should rename to Sunny of Arc!
i suggest you guys tighten up your arguments and make them more concise so I can enjoy them. Thank you!

As far as the original topic goes:
Staggering XP does work, to an extent. There are exceptions. For example, if you have a player like Spider, whose obsession with gaining every little mote of XP possible leads her to obsessively running as much stuff as possible--sure, you'll have someone who is consistently supplementing their diminishing returns. (This is as close to a compliment as I am ever going to give her.) But that's an exception. And even she has never been able to keep the constant PRP running for long enough for it to make a very big difference (or perhaps that was just the way TR did XP that prevented it) without burning out.
There's no one better way to do XP; but each way does promote different styles of play and character building. A hard cap, no matter how high, will make players consider their character sheet "end game" a lot more than otherwise, for example, while a system like The Reach's/Fallcoast's will allow people to spend whatever on whatever because there's always more XP down the pipe as long as other people are active and running stuff.

Casuals vs Actives
I want to make a game for the people who want to seriously invest. People willing to do lots of work running scenes, pitching ideas, possibly having to put in more to get more. These players would have some sort of perks - IC titles, XP, who knows. But I also don't want to completely exclude those just looking to play a scene or two a week. These slots would be less restricted in the application process but have less impact, so to speak, on the game.
God-Machine Metaplot
I fucking love the idea of what you can do with the God-Machine. I have a lot of ideas on how to integrate it into various spheres and the game in general.
ST-Led scenes
This could never and should never be a requirement for a MUSH. But I am a tabletop player in background, and I love the idea that anyone could opt in to be the ST for a scene - not a scheduled plot necessarily, just any scene. This would give them some control over the environment, NPCs, etc. Possibly even a coded way to see local sheets.
Gamewide Coherence
One problem I have never been able to solve, is to make it so that what happens on grid happens in a meaningful way. Sure, you could log everything everywhere but that is intrusive and time consuming.
Of all of this, it's the metaplot and ST-led bits that are going to be the hardest to pull off, to be honest. It really depends on how you build it, though.

My fingers are more accurate and way faster than my mouth when I'm trying to tell a story. I use my voice when I'm telling a story orally because the language isn't so much what matters--it's the inflection and tone and the intensity.
I'm sure it'll work dfor some people, but it doesn't really work for me. I need to be able to type it out.

That werewolf game would be neat. I think if you did run it, though, you would need to prepare people for a high PC turnover and just ... be okay with PK.
Because even if you gear it towards non-lethal conflict, they're werewolves. Lethality is kind of what they are about. And honestly, if a game is honest about it, it could even be a lot of fun.
