Nice. I am almost always in favor of original, fictional settings instead of real world locales + supernaturals! Just my preference.

I started MUing publicly (i.e. not on private games, though there was only the one before it) on a Buffy MU, and have some really good (and some bad) memories of it. I even ran it very very briefly. I think the CinUni system leaves a lot to be desired but I think there is definitely room for a Buffyverse game, especially if you're willing to have a small game with thick plot. I do point out that the "families" thing was done in Devilshire (a Buffyverse game) before The Reach did it, but there were only four families, which made it much easier to oversee.
Important suggestion: if you're going to set it in a small town, make sure you keep the amount of alts down to maybe two. One of the biggest complaints about The Reach that I never heard about Devilshire is that people just had too many characters and it made the density of certain types of creatures/supernaturals/whatever feel "off" (I'm not going to say 'unrealistic, lulz).
Do it. More games, especially non-WoD games, are always a good thing. Even if it ends up being small. Even if it ends up being huge. if you want to do something, do it, because no one is going to do it for you, my friend.
Oh, and be prepared for people complaining that you're a "MU* Staff Couple" with your wife. But whatever, you're providing a place to play, and that's laudable. So do it.
Do it do it do it.
P.S. I have a re-working of the CinUni system that's a little less vague and takes some stuff into account that I learned while playing and staffing on Devilshire, if you wanna take a look at it.

I would do away with the compacts and conspiracies and then let storytellers make NPC monsters with the Dread Powers from "Mortal Remains" (which is the book you were referencing). Let each individual hunter decide what their moral compass is regarding killing and not killing monsters.

The game I and others have been working on for months is still a go. We have a lot done, with a bit more to go, and we're sort of waiting on Werewolf 2e. But we might go into alpha/beta fairly soon sans werewolf. Once the wiki is in a presentable state, you're going to get advertisements for it!

Dresden Files? I only just started them. They're okay, so far. Do you like witty, snarky, comedic fantasy? Robert Asprin's "Myth" series is fantastic for that; a lot of his stuff reminds me of a less poetic and more personal Pratchett. The Percy Jackson books, especially the second collection, "The Heroes of Olympus", are pretty phenomenal. For darker, grittier urban fantasy, "John Dies at the End" is pretty great.For High fantasy, I strongly recommend The Death-Gate Cycle, and if you haven't read it for some punishable-by-death reason, The Earthsea Cycle, particularly the first three (though the others are nothing to scoff at, as LeGuin is pretty much amazing at anything she attempts).

I think I would enjoy the most a game where everyone is a Hunter of some sort, but there is a dearth of useful supernatural things available to them. Psychic powers tend to be low-key and not too useful, but in general when I think 'Hunter game' I think 'normal people out to fight the supernatural'. So in general I tend to ignore Lucifuge and others with supernatural powers of their own.

If the game I am developing takes off, one of the ideas I had was to offer people a "spin-off" in another location that is Hunter/Mortal only where the supernaturals are all NPCs to be hunted or dealt with. I think this is in fact the ONLY way to run Hunter on a MU* successfully.

You should also decide 'no more than X bonuses', i.e. no breed gets more than +4, for example, to any one Attribute. Stuff like that.

I'm not sure what you mean with the former. It's not that werewolves can now bite you and turn you into a Wolf-Blooded. The Lunacy has a SMALL CHANCE of doing so; and any game that wants to avoid pushing this sort of thing on people would probably just House Rule it to 'it only happens to you if you want it to OOC'. It's not a big problem.

I think every breed should have more or less the same amount/types of bonuses, and call the limitations a type of metaphysical edge they can't cross. Take a cue from Werewolves: +3 Strength, +1 Dexterity, +2 Stamina adds up to a total of +6 in their War Form. So maybe a Werebear has +4 Strength, +2 Stamina, or +3/+3, whatever. Give them more and make it higher-powered if it's a concern, but in general, it's just good to keep it all more or less balanced in that respect.

Like I said, @Kireek, the game I'm working on is on the way, but what with the holidays and the delay from Onyx Path in getting Werewolf 2e out, it might be a spell yet. But it's a-coming!

Portland and/or Oregon in general (Eugene would also work). You've got mountains an hour away, ocean an hour and a half away in the opposite direction. If you go further east, you hit desert. Oregon has the widest biome range in the continental United States.
The area is close enough to Washington that you could still reuse parts of your old descs from Darkwater. Of course, you'd probably end up with werebears in skinny jeans drinking PBR and talking about how they liked loci back before they sold out, when they had integrity. And then they'd all go to a Decemberists show. So, good with the bad.
LULZ, Hipster Werebears may be just what this hobby needs. Also, don't be silly; only the werewhales and werecranes would go to Decemberist shows!

These are, to me, separate things. You decide the theme of the game and you enforce it with plots and the setting; you spell out the theme's limits and boundaries and when a player is deviating too much you decide whether that's a reason to tap them on the shoulder or not.

RE: Werewolf 2e Games?
I'm working on a game that will have Second Edition Werewolf. I'm saddened that it might take MONTHS still to actually be available, especially since Onyx Path was just as deceptive with their promises of release dates as White Wolf has ever been.
In any case, there will be a place for it. We've got a grid, we've got tons of history for the setting; we're currently working on the wiki to make it presentable before we advertise; but it's coming.
