I am so glad you're doing this. I can't help because I am knee-deep in my own project (nWoD) but if you need advice about some policies and what not from someone with a little experience with Buffyverse/Unisystem MUs, send me a chat!
I'm taking note of all of this. Due to the complexity, it's unlikely it'll all be ready and coded by the time we open, but hopefully we can get something started that can easily leads to this eventually (and sooner rather than later).

If people want to specifically help with this, good areas to start would be:
I and others are working on something for the game we're opening. It won't come to a head entirely until Werewolf comes out, likely, but.
Patrick's player is in tight with Spider, to the point where he's been her voice on many issues before so that she could appear to not be. Many other times he probably was not, but the fact remains that those were in the minority, in general perceptions.
Besides that, those diagreements that, many times were born from some problem Spider had with someone in which Patrick championed her led to him having chronic arguments with other players, many of which were instrumental in setting up SHH. Add to that that Patrick himself did things IC that other PCs were unwilling to let go and he didn't take that too well OOC...
Also some people just find his inability to express awareness of his character's archetypical (in fact charicaturistic) nature, and his insistence in portraying said attitude OOC as well as IC really fucking grating.

My issue with that is that a single dot of a Skill does not adequately represent that difference mechanically. It's a preference thing, I guess.
I'm fine with it in the way that you are describing it. There are other definitions I'm less okay with. I also find that I'm more okay with it and prone to doing it in a culture where everyone does it, and much more willing to spend experience on fluff stuff in a culture where it's not so.
GMC has at least gotten rid of tiered spending costs, so that's a plus.
