This is what I am doing. There aren’t many places to hide as I don’t have a deck, but I put food and shelter on the porch.

I’m not sure how or why. I have scoured the house. Whenever she has been trapped before, she meows her way out. This morning, it is eerily quiet.

Again, I understand why the choice was made.
You can have shepherds with no title, but you won't (at least, so rarely that, I might as well talk in absolutes from experience). And you don't need to give over the keys to the game to have PCs in recognized positions of leadership who are doing something to keep the game going with or without staff intervention. The concept of friendly competition exists without existential crises, and I've been a part of at least three such scenarios, one of which occurred on Echoes.
It doesn't need to be a crown or even control. I haven't played on a Vampire game in at least a decade where a PC with a title required staff intervention to carry through with IC punishments as needed. Maybe I'm just lucky? Or maybe the games on which I played had the right mix of players.
Anyhow, I see your point, but I disagree with it. Two intelligent people can see the same set of facts and come up with different opnions.

Sure, I understand that. You know what I don't see much of, though? Staff pushing players to figure out the leadership structure themselves.
To Derp's point, I resigned my PC when Echoes' vampire staff decided to not allow PCs as top-tier leadership in their respective covenants. I disagreed with the decision strongly, but I understand the bases for it. In my opinion, if you do not provide opportunities for leadership you are not going to draw in leaders. And I think you want leaders on games, especially World of Darkness games.
Anecdotally, pressing PCs to take leadership and initiative was easier on Old World of Darkness games.

Many players want to be special and stand out (which I won't analyze) but MU* social systems are often designed a bit like dancing chair games; your playerbase of 30 may only have 10 'ranks' - there is only one Prince, 5 Primogen, etc - so there you have it... competition.
And yet I can count the number of times I have seen players with the crown fulfill the responsibilities that come with it on my fingers.

I'm pretty sure that any NWoD game I can remember with vampires involved militaristically-opposed groups thrown together. Sanctified-Crone-Dragon conflict is inevitable, as is Invictus-Carthian. One may argue that it isn't quite as diametrically-opposed as Camarilla-Sabbat relations, but I disagree.
That aside, yes, policy and staff oversight are important, but they always are so we are talking about truisms.
The way that antagonism was handled on Echoes was excellent. I commend you for letting me take Maddy and going full Tzimisce with her.
Good antagonist PCs are hard to find. There’s one on Arx right now that we joke about killing, and the player is in on the conceit. But the truth is that RP revolves around the PC and this is a good thing. It serves to highlight how villainous the “good” PCs are, including my own.
I always thought Carol Danvers was the first.

Arx is not just a L&L game; it's actually got a lot of fantasy elements to it, which is what holds my interest.
In fact, I was about to laconically state once: "They have a sea troll."
But I don't think anyone got the joke.

I still think that a roster system would be helpful. If I ever develop a World of Darkness game, I will probably consider implementing one. The game may not last long, but we'll see.
Without trying it with genuine effort, we'll never know.
