I think it depends?
I have definitely been to plot scenes that are opened with a GM set of basically "stuff is happening in the neighborhood!" so the person who poses first in the scene is...still kind of setting the scene, since they set the tone of how/why/where/what people are meeting up to do about the GM's set.
I hate to admit it, but I find I'm not a fan of 'no passive xp, go do shit to earn it'. Mostly, I just don't like having to check in with staff and tell them what I've been doing every 7 days. "Fuck you, I did one bar scene and TS'd 3 times, stop looking at me like that and give me my xp."

On the topic of people putting in work/etc.
It has been pretty clear for a while that High House players are not at ALL invested in growing their house or building it up.
Why would they be? Up until this point they have 100% been able to coast on “Well theme and staff say we’re the biggest most important house, so we as players get to spend all our time/rp/resources/money on anything we want and ignore our house!”
Like...Comparing Pravus’s work/score to Velenosa’s is honestly almost laughable.
Almost everybody in Velenosa is invested in side orgs and other stuff. Almost none of them even run the @work command under Velenosa.

My brief 2c, I see no reason to have 'throw away' roster characters. If I'm going to play something lame like a tailor nobody gives a damn about, with no interesting motivations or secrets, I'd probably just want to make them myself, so I can dictate their personality/description/name.

IDK this Julea-player bitch from a hole in the ground, but the bbpost about her ban is super hilarious knowing Custodius is playing there. It is no secret he will OOCly manipulate, lie, cheat, scheme (OOCly, again) to get his way. Everybody knows it. I played his wife briefly on Firan, so I have firsthand experience with it, and it makes the bbpost about that chick's ban pretty awkward.
I guess taking advantage of people OOCly is okay, but pushing them out of your RP isn't?
PT is an awful merit due to there being 0 reason to not buy it.

Dystopia was pretty awesome. I feel like it opened sooner that it should have though. And then nothing ever really had time to 'get rolling' before it died. A bit more 'hand-fed plot' at the start would've potentially nudged things along until players/factions could sustain ongoing plot themselves.
The only real plot that popped up was Dildo Fest, afaik.
Sounds like a pretty great community over there, congratulations on that.
Meanwhile, on WoD MUs, most people can't bothered to type +bbread once a week.

Also a jaded but I believe incredibly accurate comment, you'd never manage to make a game like this last long.
First culling, you cut out the vast majority of MUers simply because the vast majority of MUers have no interest in the theme or setting or story. They just want to do whatever they want to do, whenever they want to do it. This is why the most popular and most active MUs tend to be the very "free" ones with no real coherent setting or world.
Then, of the people willing to participate in a narrowly focused game, 90% of them are going to complain about what you focused on and say you should've done some other setting.
Also - Yes, sure there's maybe 40 FCs from Gotham or whatever. How many of them are actually 'fun' though? Batman, 4 batgirls or whatever, 4 robins or whatever, Black Canary, Green Arrow, Zatanna maybe, and probably a couple others I'm forgetting off the top of my head.
Also related to the limit of available FCs, a game specifically focused on say, Gotham /drastically/ inflates the value of say, Batman. Would likely lead to incredible levels of drama over who gets to play him. Opposed to the 'play whatever you want' comic games, there's no clear 'this hero obviously runs the whole game'.

The one easy, glaring exception to needing metaplot to prevent sandbox on a WoD MU is....make a vampire game and let the players get involved in politics. It just needs staff there as a mediator and also probably as the initial prince/whatever (unless you maybe did some storyline with them being wiped out and new people filling the praxis), and then it'd probably be pretty self-sustaining if there were systems for territory/feeding.
The barrier is, I'm guessing, that you can't make that game and then be involved in the actual politicking shit yourself if you're staff, so nobody's done it.
People have sort of half-ass tried this. Fear and Loathing has player politics, supposedly. Hard to have any interest in when they just let people randomly app in at 150 XP or whatever as 'guest stars'. And they're using some weird hodgepodge of 1e/2e. And they have other splats and dragging other splats into sphere-politics is just meh.
