Get paged 'hey, we should bone' Alright, yeah, we've got a similar circle of OOC friends. Where should we meet? 'Go to the gloryhole' Uh... probably won't work for this character. I'm an architect, you are a vampire, maybe you need some remodelling done on your lair? 'I GUESS' So how did you want to sort out the- 'KEEP IT IC, WE WILL FIGURE IT OUT IC, IC IS KING!'
Later, in the bizniss office where they meet
'WOE. YOUR CHARACTER DOTH REMIND ME TOO MUCH OF MINE LOST LOVE!' Uh. Maybe? I mean, they're both Muslim... 'IT WILL NEVER WORK BETWIXT THEM!!!' ... So, uh. Huh.

I mean, I love keeping things IC.
I love keeping things IC right up until the point where I realize that keeping things IC is not working AT ALL and I'm no longer in a good place.
So I don't think there is ever going to be a resolution for this.

I TOTALLY agree with that, personally.
I just also see people here going, "No, I don't enjoy talking OOC about stuff," and I feel like even that request is going to fly in the face of what they want. It feels like then it just... hangs there. Forever. Because you're not comfortable continuing to RP and they're not comfortable working things out OOCly to come to an agreement, then nothing ever gets resolved because neither person is comfortable bending. So I still don't think there's going to be a solid resolution.

I think you'll find people who absolutely refuse to talk are a minority in the hobby with a very vocal representation here.

There's a big difference between not talking OOC about plans and plots and things, and not talking OOC about how to get an OOC idea into an IC one.
Folks that prattle along with "IC is king" are dumber than a bag full of bags full of hammers if they expect that to work at all on a game that allows OOC communication. No, I'm not going to chat with you about how my character is planning to fuck your character over. I am, however, totally going to talk to you about how my character is going to fu... you get the idea.
ETA: That said, there's always a solid resolution to these things. Just don't engage with each other again. If they won't do something you want/need to be comfortable, they can fuck off, no matter which side of the 'OOC communication' stand you sit on.

I think there's also a middle ground to be had.
I don't always need or want to discuss everything in advance OOC, but I'm fine with a pause to do so in the midst of things if need calls for it.
To me that's the middle ground. The 'Hey can we discuss this one thing' before moving on.
Don't ask if your character can kiss mine. Don't wait for her to make the first move. Just do it. If she doesn't want it she'll make it clear.

Again, agreed 100%. I am not knocking anyone's pre-consents; as I said previously, you have to know what works for you, where your boundaries lie, and make sure you are comfortable. I'm just saying it's not fair or reasonable to expect everyone to do this, because everyone has their own level of comfort with OOC conversation/negotiation.
I may not initiate OOC contact with anyone (my preference) but I'm always happy to listen if someone has something to say/ask/request OOCly & if it seems they're being unreasonable I run it by staff to see if I'm just being irritable (Usually it's a little of both.)

As a player it'd just feel clinical.

@Arkandel I'm... against using NPCs for TS. Though usually when I usually think of NPCs I think of heavy-hitters in a game's theme, like a King or a Senator or whatever. These are gloves potentially available to a bunch of people to use, don't fill them with jizz.
