I think that's a little too restrictive and unnecessary. What I meant was a roster of needed concepts or occupations within the group and/or settlement.

What about post-apoc zombie-land? I've discarded the idea of integrating Demon into the mix. The game would be sort of like The Walking Dead, although there'd probably be a crafting/resource mini-game where PCs that are set-up as crafters or developers can make or break the entire game.
I'm starting with Mortals. I'm debating how much Mortal+ to add to it. I looked at Hunter for more inspiration, and think that some Endowments could be made available. I thought people might be interested in starting as plain-Janes for Beta, and then "learning" Mortal+ stuff, if they want to, as they "explore" the world (via PRP or SRP).

You can rotate theme without changing the setting, or forcing players to change their PCs. There are many themes to explore in "zombie apocalypse," as evidenced by the longevity of The Walking Dead.

It depends on the situation and the players, and the system.
I know that doesn't help, but remember that MU*ing, like gaming on a tabletop, is a collaborative effort. You have to know the expectations going in of the players. If they are the type that prefer story over mechanics, fudging would be fine if it helps the storyline move. If they are the type that prefer the mechanics, then stay hard on the rolls and don't fudge. Some systems are more forgiving (WoD) than others (Earthdawn) when it comes to good and bad rolling.
The hallmark of an experienced GM is in making these calls on the fly, but it does start with the situation, players, and system.

Situation: I make a ghoul for a PC, on the PC Player's request. But if I were staff and asked to make a decision on how to handle the situation, it would be to disintegrate that player's PC utterly, and then ban them. Because fuck you for making me step into this domestic-relations shit. If you can't be bothered to talk to people that you've fucked over, I'm not particularly interested in being "fair" to you. Eat in pari delicto and unclean hands and shit.

If your team is affected by the fall of a single player, then it wasn't a great team to begin with.
Toronto wasn't a team build around Leonard when they won; it was extraordinarily deep. No one could have predicted the seasons that both Siakam and Van Vleet had that year. But when people tell me they wouldn't have won but for Durant's and Thompson's injuries, I simply respond: maybe Golden State shouldn't have relied so heavily on them, to the point where they got worn out.
And that's why load management, a deep bench, and great scouting can allow a team to win without a super-team.

I know this. There is no perfect system. Sorry. There just isn't, and there never will be. That does not mean we should not install some sort of system, consequences known and damned. I will note that the reward for running a scene can be greater than what you'd get by fulfilling an aspiration or resolving a condition. And people won't engage in a behavior if the reward is too low.
Presuming that aspirations create RP, though, you are still engaging correctly in positive reinforcement. Giving people more for STing or participating in PRPs is a good idea. Cap your gain or make XPs cost more beats as one gets more XP, and that's about the best you can do to achieve balance.
