Yeah. Your friend's doing the cybermuppet look. I'm pretty sure the whole gas mask thing was started by my old friend Andrew back in the early '90s because he got sick of breathing in all of the smoke at Kontrol Faktory. Somehow people decided this was a good look and perpetuated it through all sorts of weird permutations. Especially since the fashion ones are generally completely non-functional. Just like the fashion goggles with spikes all over the lenses and shit. Ugh.
Less tired/trendy male equivalent: tight black t-shirt, cropped/rolled black cargo pants, combat boots/Doc Martens, welding goggles, again with the shaved sides and back of the head. Wrist or upper arm cuffs. You could do the hanging down suspenders, too. There really isn't much of a need to go as all-out as your friend is, unless you've got a need to. The actual subculture seems to have propogated itself just fine with guys dressing more subtly and girls going out looking like Lip Service and Cyberdog threw up on them. But if that's what you really want to go for, you can improvise mesh/fishnet shirts out of a pair of tights by cutting the crotch and toes out of them. Wear that under the other things I advised you on. (This will be somewhat uncomfortable on your arm hair and upper chest, just fyi. ) You could use styling glue and temporary hair coloring to do something prickly and colorful to your hair.
People also really love Covenant. Who dress in suits and ties onstage. Tyske Ludder and FGFC820 wear military gear. Front 242 and Haujobb wear hoodies and cargoes. Einsturzende Neubauten and Clock DVA and William Control also go for suits and ties. Kevorkian Death Cycle and Assemblage 23 favor t-shirts and cargoes. Throbbing Gristle and Monte Cazzazza, the progenitors of the genre, wore either everyday clothes or industrial coveralls (before they switched to a more fetishistic military look, and well before Genesis was an intentional polygender). There are a ton of different looks out there, each one of them genuine to the scene.

How warm is it by you? You could always go the classic EBM/Ebbhead look with a white t-shirt, black shorts, suspenders, combat boots and either a biker or bomber jacket. No need to shave., except for maybe the sides of your head. Suspenders are worn down.
My best friend is about as big of a star as you can get in the genre without being Bargeld, Ogre, Leeb or Reznor and he just wears shorts and a t-shirt onstage, with a short-sleeved button down shirt. I guess he wore a hockey jersey in Calgary - forgot about that.
(I'm kind of the stance that people who go for the muppet/dreadfall/crazy contacts/fetishwear thing are pretty much poseurs and it shows in their shitty, shitty music - I'm looking at you, Ludovico Technique)
Otherwise, one of the 'hottest' groups in the genre right now are some hirsute guys out of LA called 3 Teeth. It'd be easy as hell to cop their image:

Was it one of the current staffers that did this, Sunny, or was it one of the two originals? I'm vaguely playing there, and think I even met your PC there when I first started (I've only been there six months or so). You were Lark, weren't you?
That said, how has the game been forked off? Is the grid and PC DB the same? Are there going to be 10-15 alts per staffer like CoH has now? Is everyone going to be starting stats, or are we going to continue to see some animals being more equal than others (either I'm just rubbish at min-maxing, or people have been coming into CoH with crazy fucking sheets. Eh, probably both...)?
When I've been inspired to play, I've had a decent time with the Hermetics. They were the only people interested in picking my PC up - the changelings couldn't give a shit, and the Arcanum's heavy hitters wound up crapping out before really getting going. And, I admit, the lack of direction from staff is frustrating sometimes. It's nice to have some sort of top-down plot going on, even as a simple framework for PrPs. I don't like the complete reliance upon PrPs for everything, though. I have had no issue with the Hermetic stuff I've been getting (any lack of activity with that is my own fault), but it would also be nice to have some meatier things to investigate that aren't also being invented by ourselves.
And I can't stress enough how pleasant it would be to have events and things that weren't simply staffalt-and-crony circlejerks. That's pretty goddamn boring for the rest of us.
