Yes! That was a Pokestop. The square turns to a circle and then you can tap and spin it. There's a wait between 'spins,' too.
The other thing you saw was a gym. You can tap on them in the distance to see info, but you can't until you're level 5. You do have to be right there to battle or train at it, though.
Wild Pokemon will just appear on the map.
As a note: you do not need to be 'on top of' or have the wild Pokemon inside the ring to catch it. If it's on your screen, it's in range. Just tap on it.
Bolded because this is the cause of people trespassing, crowding businesses, etc. They think they need to be 'on top of' the wild pokemon like they do for Pokestops and Gyms. You don't. If you see it, tap it, and you can try to catch it.
ETA: If you can't, it's probably a server issue. But the intent (and in practice, during beta) is that if you can see it and aren't moving too fast (in a car, because it speedlocks), you can catch it.
