Policy: Having Faction Head/leadership PCs (particularly FCs, but...) be 'mini staff' of a sort. This was done on 2k5, where they were a portion of TPstaff and had some responsibilities to the MUSH and to help enable the game.
Game System: I've always been a fan of custom systems, and I really liked Videoland's combat code that was essentially a Smash Bros. system as a MUSH system.
Setting: This is the harder thing, because I have mostly played on themed games. But I liked the setup for some of the unified comic games I played on, especially ones that had some extra variety.

Do you plan to have any type of 'metaplot' for each of the individual venues or is this going to be a sandbox entry?

With fixed damage, it definitely seems a little odd. Like they hewed too far in one direction. It's hard to balance though. They did have a playtest yesterday at PDXcon and confirmed on twitter that the docs would be released in the next week or so. But so far I haven't been able to find anything from anyone who played at the convention.

The original cast also has spoken out against the show anyway, which is likely why they weren’t approached. Plus, reboot not continuation. Trailer looks passable so we shall see how it goes.

If you want to elaborate, feel free to PM me. I was ambivalent towards it, and the premise of the previews didn't seem all that appealing. Also, 'space octopus' seemed super meh.
Also, according to Game Kastle, you'll still get the PDF code with the preorder through them, just like you would ordering through Mophidius. So it's really the best deal so far.

Even I admit it was written skeezily, but I don't think it was truly intended that way; a lot of the stuff in the Berlin playtest read like it was translated and concepts didn't transfer super well. The second playtest, Rusted Veins, is MUCH better and plays on a 1e plot thread, being based in Gary Indiana.

I'm going to speak to this on two fronts, particularly on the creation of stories on a grand vs. personal scale: the tabletop scale of a group of 4-6 players, and from the LARP perspective, which is much like a MUSH in interpretation and implementation.
From a tabletop perspective...
A lot of the 'balance' comes from expectations of what I, the storyteller, wants to do with the game (do I want to tell a game of epic intrigue? Do I want to create a world, and let you wander around and encounter plots at random? Do we want globe-trotting power players?) and what the players want from the game (I want to be the hero!, I want moral quandries and dilemmas!, I want to kill monsters and take their stuff!, I want personal stories that draw on my extensive backstory). It's then my responsibility as an ST to engage in dialogue with the players, and see what we can collaborate towards as a group that fulfils the desires of both groups.
For example, I ran a long-term Final Fantasy d6 game, where I had a 'save the world from the dark god' angle, and the players wanted to adventure in the vein of FF in this custom world, and wanted their personal histories involved in the game. So I built the game to do those things. This player group also was alright with some railroading, so we accounted for that to help them get from Point A to Point Z, but the world was open enough that they had multiple things to choose from to do.
From a LARP (and MUSH) perspective...
I do a very similiar setup, but the most significant difference is that I will make it very clear to the players that 'this is the theme/tone/setup for the LARP' and discuss how their characters would fit well into it. A big thing that we'll do is try to make it clear that, Staff have a lot of limited time, and we'll do our best to create personal stories for you, so help us along by providing us this information and helping us to weave your story into the game. This also dovetails into personal theme vs. global theme, I feel; we typically make it very clear that 'this is the theme of the game, and if you want to play in the world but not 100% engage with the theme, you're going to have to do more to make your own fun'. The onus then becomes a bit more on the player to figure out how to have things to do, if they're not 100% vested in the 'core theme' of the game. Like playing Anarchs on a Camarilla game, for example.
This is super true! And there's apparently a petition going around to try to send to Fox or another network to pick up Lucifer.
And NBC will have it for a portion of a season, it's ratings will still be tanked, and then it'll be recancelled. This is NBC's purpose in life.

The fandom is convinced she’ll take up the role as Panther for a while in the movies. She did in tha comics when Storm and T’Challa got married and it fits her narrative overall.
No matter what system, if the point buy can be imbalanced and min-maxed, it's going to be difficult on the front end. That's a great deal of the problem with most superhero games I've seen, including my current favorite, Cortex.
I am a fan of Cortex and the Marvel Heroic game. There's even a preview SRD for the new Cortex book that has some particulars on building superheroes using both that version and the Smallville version, and I think there's a lot of utility in combing the Cortex books for material, since I think the biggest complaint I've seen about MHR is no point-buy chargen?
There's a lot of background you can look at in the Black Panther movie, from a set piece angle, that makes it looks like 'traditional built on top of high-tech'. The city is high-tech, it seemed like vehicles were pretty common, and people mixed their tribal heritage and laid it on top of their technology. So it's not so much 'rural' as it is 'we don't need to destroy the nature of the world and our tribal heritages with concrete and steel, we can mix the two to a great degree.'
