I have had the privilege of staffing with very good people. I did not have to tell or teach them much. Few of the staff under me have ever been accused of being unethical.
It starts with who you ask to join. New or old, the character of the person is what will make or break their careers as staffers. If staff put half of their time and energy into that instead of into the creation of labyrinthine, scarcely-enforced policies, we'd all be saved a lot of headaches.

Edited to add: I was running a W:tA 20 game last year, and there was a point where the pack alpha needed to roll to see if he Rage-frenzied when stopped by a sheriff at a traffic stop in the middle of the day in a downtown area. As GM, I told him I would give him an XP if he chose to fail prior to rolling. The pack spent the rest of the session running from other police and taking care of witnesses.
Players will do anything for extra XP. So, give it to them, and laugh.

He travels from place to place killing monsters, which allows for a flexible narrative introducing all kinds of funner characters and scenarios along the way. I don't think he's interesting and I don't think he's meant to be.
He's basically Wolverine, except in a fantasy setting.
But, yes, Sapkowski knows what sells. What sells, like with the Twilight series, is a wholly boring protagonist surrounded by interesting people and circumstances. It allows for reader-immersion and fantasy-fulfillment.
The games are good because they are beautiful and the soundtrack is fantastic.
