Since this topic came up from another thread, this is where I stopped:
Find the most efficient "adds to 15" combinations of dice, for people rolling skills that gain 2 raises per 15. Find the most efficient "adds to 10" combinations of dice, for all other situations. These were brute-forced lists of numbers, starting at '1 1 1 6 6' (5 dice adding to 15) and going from there. Yes, really, I coded a system to find this out. I was super inefficiently lazy about this, and it took Mux about a week to work through '1 1 1 1 1? No. 1 1 1 1 2? No.' for the 10s.
Like I said, I was being lazy.
Then I deleted it, because of the "GM Dice Overflow" situation and I'd already spent almost a month on the problem. If I could do a "most number of raises" and "most number of raises while eliminating unused dice", present both to the player, I don't think any more options need to be made.
I still believe, along with @faraday, that forcing the player to play a minmax game is silly at best.
