I think you and I understand the word 'setup' to mean different things, because everything I described wanting to happen (except for that last bit) was a continuation of things that happen in the Last Jedi. To me, that means they were set up.

Explore what it means that the Force has awakened to a degree that random children are absentmindedly telekinetic to a degree the One True Bloodline is no longer the only important thing in the galaxy.
Deal with all the Space Neo-Nazis who are still out there and have much larger numbers than the Resistance. Maybe strike them while they're disorganized and possibly even fractured by the death of Darth Smeagol.
Speaking of the Resistance, rebuild it. Be the spark that starts a flame, and all that.
Build a Jedi Order stronger and wiser than the one that came before, that breaks the cycle of failure to at least find its own, new ways to fail.
Show what happens when Rey tries to learn how to be a Jedi from books.
Tackle the issue of Space Neo-Nazis being enabled by weapons dealers who profit off an apparently perpetual state of war in the starry region.
Explore what Kylo Ren is capable of now that he's moved beyond cosplaying his grandfather and has been eternally denied his revenge against his betrayer in the most humiliating way possible.
have Finn and Poe kiss you cowards I would watch two hours of them holding hands and picking movies to watch and laughing at each other's bad jokes while one washes dishes and the other dries them yes I know no movie actually set that up but make it happen

I figure you're aware of this, but they've put out a variety of approaches to 5e psionics via UA.
Yeah, and they're okay. I got nothing against them. They just don't thrill me the way the goofy "you must learn to meditate until you can sense the psionic energy infusing your body, then meditate more until you learn to movie it" fluff and the bizarre activation failure chance powers had back in second edition. It was bonkers, but in a cheerfully naive way I couldn't help appreciating.

No one's mentioned this yet, but Knives Out was a fantastic amount of fun for anyone who's ever vaguely liked Agatha Christie type mysteries. The cast is phenomenal, the acting is brilliant, and several of the cast seem to be having the "I'm getting PAID for this? This job is the BEST!" kind of time in their roles.
I am trying to imagine anyone but Daniel Craig making Blanc's dialogue work. I don't think anyone could. It's so amazing. This movie is so amazing.

@Pandora I mean it has been my experience that telling staff my boundaries have been violated is more likely to result in nothing* being done than something, which makes me wonder how effective red cards would be.

@Pandora My only thought is that these measures can only be successful to the degree that staff can be trusted to enforce them without bias. I can't tell if that's a separate issue from your proposal, but I don't think it is, because the idea has to be enacted within the culture we operate in.

It seems to me the answer is to ban that person rather than concepts, particularly when concepts that can get around the letter of the law while still violating the spirit are permissible (is anything stopping Beast Boy from never leaving animal form?), but oh well.

I cannot explain why it is problematic, only that I have done it before and was told the question was extremely unwelcome. For context, this happened when someone was being OOCly harassed with sexual language and the person I was paging had just told the harasser to stop, then left the channel where he was being harassed. I did not ask why he was upset at being asked, as I did not feel it was my place to demand an explanation from someone already aggrieved.
So, to answer the original scenario, my general advice would be: approach the character being targeted by suspected creepy behavior. The character, not the player. Think of an excuse for your character to approach theirs and invite them into some kind of play. This avoids creating a conflict the player is almost certainly trying to avoid and gives them a graceful way out of whatever situation the other player put them in. If the character takes the invitation, then it might be worth your time to offer a gentle page of "hey, maybe I'm nuts, but I'm getting a hunch something's off, are you okay?" Or it might not. Read the context clues and do what your conscience demands.
