"Only/mostly combat characters get to affect the plot" is just not even true, perceptions aside. I'll be frank, even the most beastly combat characters do not stand a chance in a straight up fight against the outside antagonists of Arx. Even in groups. There are always minions to beat up on, because that's an easy way to get people involved in doing things, and progress can be won or lost in that way. But the PCs of Arx are not in any way remotely equipped to just be like "LET'S TAKE THE FIGHT TO THE CARDIANS", etc.

It's a bad idea to create a setting where people can be spread out all over a universe from the beginning. If you have a game that successfully runs for awhile and attracts players through story and atmosphere, you can work on adding other places, other destinations. But first, you should definitely create a reason for players to be together.
If people want to play in depth ship and planet simulators, they can go play Eve online. People log into MU to roleplay. Everything else is just downtime/minigame.

many creators are obligated to say no, even if they don't care, by their lawyers. I don't think GRRM is under any concern about having his trademark co-opted, because it's so well known, but legal teams do as legal teams do.

I applaud them for running the 100. Even if they were telling stories for themselves, that's a lot of dang work and misuse doesn't remove use. People had fun there, clearly - it was a popular game.

I have .5 - 5% interest in things like demons and mummies and mages, and 0% interest in vampires, werewolves, and changelings. I don't follow these gamelines, I don't know anything about ooc power comparisons or options, but just speaking from a "what is a cool setting" standpoint...I'm over even hearing vamps and werewolves and changelings discussed. Do something new and different, if you are going to do anything.

I think frankly if you are doing Historical Accuracy, that should probably be the focus of the game. It should be for people who specifically want to explore themes in a certain time period.
I think what you DON'T want is people who want to just play Sexy Emma Frost or Brujah Biker with a different skin.
