      I'd like to see more characters who are abusive, disruptive or destructive to the plain NPCs they are involved with/target.

      Your vampire who casually dominates and destroys those that annoy them, your Raymond Reddington from The Black List, the messy addict and so on.

      This is vague, but long standing.

      This character is volatile, trouble. Bad temper, Rage, what have you. They are dangerous. So far, I've seen this.

      This person is known to have a bad temper. They have plenty of folks already avoiding them, or afraid to be near them, the authorities have had run ins with them. They aren't getting away with this for free.

      They have a reputation for drawing attention and making trouble.

      They have to pay their way out with unsavory favors, cash, and still have others looking for payback, or refusing to be near them.

      It is literally derived from their Rail Wars wargame. They produced that and Deadlands, and the wargame version won out. Would it feel better to call it a skirmish game?

      Most RPG rules hold their basic form based on their descent from wargames. The most famous would probably be Blackmoor which gave personalities and goals other than win this battle to a wargame, and inspired Dungeons & Dragons.

      A few examples of games moving away from that would be Burning Wheel/Burning Empires, the Apocalypse Engine, FATE, and more free narrative oriented systems like Don't Rest Your Head, The Solar System.

      It's never about what you resolve, unless you can only resolve combat I suppose, it's about how you go about it.

      And yes, I agree with you @ThatGuyThere. It fails to be engaging as a roleplaying game, nor striking as a wargame. Malifaux and other skirmish games do better because they know the game mechanics and how you go about resolving things is the game play and has to be engaging. Savage Worlds relies on the strengths of any roleplaying group to make their generic system fly.

      tldr; My criticism is that as a system it aims at the personal engagement level of a skirmishing game. That it is not great as a skirmish game only makes it worse.

      FATE is best for having your very competant characters succeed by doing what they do, well., and by being themselves. Savage Worlds is a war game engine disguised as a RPG.

      So, make the game be about those freakos who can turn into a Titan. Add in WoD-like control rolls and actions that send you closer to being a full on human chowing down monster, and now you have tension. Make them take on impossible missions, and try to be human around their support who can be NPCs or PCs. AND randomize for each mission the one character who will get like X2 the risks of sliding towards inhuman, or X2 the loss when they do fail. There will always be failure eventually.

      And if there is a total wipe out, bring out younger soldiers, who were kept in reserve, with the terrible curse of having ingested Titan flesh or whatever.

      Short version: IF you are concerned at all about the combat being good and evocative of the game, going to a system because people know the names of the Attributes is not going to achieve your goal.

      On the other hand, most player do not care how poor the system matches the genre/theme/source material other than names of characters, places, organizations and attacks. You could play Texas Holdem to resolve combat and they would not care. Just rename The River something like The Moment, and The Hand something like The Moves. BTW, Weapons of the Gods, which is closer to Exalted in its detail of enhanced martial arts, elected to call the dice it keeps for later use The River. So maybe the River, with its flow of the moment is fine.
