Look, give everyone 300xp (or whatever) and then go back to the slower-xp system that WoD/CoD expects.
Throwing people all over the map for what they can and can't get involved in just tweaks me the wrong way. I can elucidate, but for the moment it's just a knee-jerk reaction of "barf".

How's the theme stuff going? Anything more you can tell us about the nightmarish cannibal people?

I played around with an Evennia install at one point, and while I can totally understand why you would, I guess I would really need to take a good bit of time to learn stuff before even attempting such a thing, haha.
