I've been in a mood to play an over the top/GI Joe style ninja character. Anyone know of any good action MU's out there? Or any GI Joe MUs specifically?

Not sure about GI Joe, and this is a bit of a stretch, but Marvel: Inheritance Gambit has several corporations that would easily facilitate the play of a supersoldier type character. You could even make a quasi-Winter Soldier clone.

Something like this sounds like it could be a lot of fun.
I have two suggestions, though each has its own drawback.

Modern era setting -- we all know it, people can play with modern tech, etc. Drawback: it's going to be hard to prevent politics from coming up, and potentially starting the kind of OOC arguments and hostilities you probably won't want on your game.

Historical setting, even if it's fairly recent history. Example: Cold War 1980s. Tech level isn't so vastly different that people will not be able to understand it or wrap their brains around it, even if they were born in the 90s or later. Plenty of us lived through this, too. Drawback: History means "OOC homework", and some people are so gadget focused in their daily life that they can't live without these things as part of the casual day-to-day (rather than as their special spytech gear they can't always use openly), and these things may lose you some people in the process.
(And no, I promise, this is not just me loving the 80s! It's just the most obvious recent history example that stands out.)

Slight tangent for fans of GI Joe, anyone here played Venom Assault? It's a card game that is literally just GI Joe with the serial number barely filed off. I love it.

A decade ago I briefly ran a GI Joe game that used the WEG system (mostly because there was an existing coded system I could hook in). Coded combat with a ton of Joe/Cobra weapons, vehicles, and lots of FCs already coded up and ready to go. IIRC, I had it set up so FCs wouldn't continue to rack up XP like OCs would, but instead they gained another resource--also available to OCs--for dice roll modifications, kind of like Fate points or the like.
The game was goofy and hilarious and absolutely over the top. I have the old DB up and running, but I would need to probably update a few things to make it work for realsies.

Very cool. I recently played in a TT game where we used Savage Worlds. Was a bit less over the top (Savage Worlds can be a deadly system) but it got my fires stoked for more. To be honest I'd love for there to be any number of games based on the 80s such as a G1 TF game, GI Joe, Thundercats, or Masters of the Universe (I fight the urge to open my own MotU game all the damn time).

Do a modern setting, but in a "West Wing" style. "Mr President" is the president, or "Jack Sparrow", and nobody talks about real world politics.
Heck, better yet, start the game on an election year, ICly, and have two candidates, and run plots about who gets elected.

Well... I think Transformers Universe has/had a fairly active GI Joe faction? Bonus points for folding in MASK before IDW did.

This made me remember the Spycraft RPG system. I never got to do more than play a session or two, but I do remember it being fun. Wonder if you could make something like that work for a GI Joe setting.
ETA: Mentioned in case someone might get a bug up their butt to make a GI Joe game and would want suggestions on possible RPG systems.

The Spycraft RPG was one of the greatest things to come out of the D&D 3E era. They actually put out a bunch of supplements for it to emulate things like GI Joe and Transformers. It was glorious.

There was a mush for it for a while called I, Spy that I really wish had been able to sustain itself. It was really fun!

I wouldn't call Mechamorphosis or Mechagenesis 'glorious' though. I do think a spy game that eschews Hard Gritty Spy and is more James Bond + GI Joe + Kingsman and those sort of genres would be pretty boss though.

@bobotron No, those were garbage. H.E.R.O.E.S. and Transmechs by Crafty-games were really good though. At least I enjoyed the shit out of them.

Yes Spycraft can work for a GI Joe game, I did so in a tabletop though I also added in some of the rules stuff but not setting stuff from the D20 version of Stargate. (D20 Stargate and Spycraft were pretty close to identical already.)
It worked fairly well not the exact feel I wanted but as close as I have been able to get to what I was looking for. (What I was looking for was basically the Larry Hama written Marvel GI Joe comic in role playing form.)
Now if you are aiming for emulating Cartoon GI Joe go with any edition of Cartoon Action Hour since emulating 80s cartoons is the main goal of that game and it does it well. -
There's Transformers: Universe, that has both Transformers and GI Joe as appable characters.
