People who are bitchy about 'fairweather friends' and 'not responding to requests to hang out' when YOU DON'T FOLLOW UP ON IT AT ALL. And when you see some people tagged on FB that are going to do something that was mentioned to you elsewise, and we were planning to invite you but NOT AT MIDNIGHT because YOU WORK AT 6am, and then you post something at 7am about it before we can get in touch with you.

I never really understood what this meant. I don't like to hang out with bitchy, negative, whiny, or pissed off people. This is because I've been conditioned not to respond to antagonism.

Again, I don't understand what she means.
I know the term "fairweather fans" to mean "fans that like a team when they are doing well, but deserting them when they are doing poorly." So, when applied to friends, I figure a "fairweather friend" is someone who hangs around you when you're doing well, but deserts you when you're going through shitty times.
Shitty times are shitty. I understand that. However, when shitty times are happening, I don't sit around wallowing in self-pity. I do things to make my life better or more enjoyable. And that makes me a really shitty person to hang with when you're down, sad, or need someone to vent to, where you really don't want my advice or hear how you could potentially change your life for the better.
This one time my friend complained about keeping her baby weight. I suggested doing yoga and working out in the early mornings, when her kids and husband were sleeping. She said "she couldn't do that." I said "you won't because you don't want to wake up early." She asked "are you accusing me of being lazy?" I told her that I was telling her that "she is refusing to change, not unable to change."
Yeah, so, I don't hang out with people who would rather bitch and complain, rather than do something. We can hang out and crap on films, games, sports, or whatever, but most people honestly don't want to hang out with me if they want to vent without blunt commentary.
There are friends who are cool with venting and those who aren't. That's just life in general. It can be tough if someone is negative and toxic all the time.
Also, I'm grumpy that most of my yarn is super small weight and I want to do a project with bulky yarn.
Also sometimes people simply mistake friendship for acquaintance or just what hanging out with someone grants them.
I have had gaming or basketball buddies about whose lives I never knew much about. We'd get together sometimes even multiple hours in the week and be friendly but not friends. There's no fairweather factor present because it is (or ought, IMHO, to be) understood that it's just not at that level.
There's always the friend who's a little bit crazy. They'll do whatever fucked up thing (that you may have advised them not to) and then expect support. Depending on the depth of that relationship such support might or not be given.
Fuck this 25+ page history paper. Fuck it in the head. Also fuck myself for putting it off until I have, uh, 6 days to do it.

Maybe not anger... exactly. Unless it's with the world generally. But: even though she's super ancient old, getting the news there's nothing that can be done, and you have to put your cat to sleep as your plans for the weekend.

@Insomnia Is much appreciated. She started to fade very very very very fast -- she would have been 20 in October, which is pretty dang ancient. But still we're all glum as hell. She was fine last week so it's been a bit of a blow.
