That's one of the potential drawbacks - and I say 'potential' because it's not necessarily so - of running sandbox games like a lot of people do. Yes, it takes way less staff because you just have to make sure the MU* is up and +jobs are being handled more or less in time, but you relinquish thematic control over your game since it's at the mercy of Storytellers willing to do their thing; at that point what they want to run is what will end up being ran.
That has a couple of interesting sideeffects, too.
The first is an amusing one - staff who think they can dictate which stories are being run is the most common. "I'll just tell STs they have to abide by the direction I want in my game"; that's so cute.
Like there's a small army of them just chomping at the bit waiting to see when they'll be allowed to run something that they'll abide by any requirements from above.
The other, more realistic and equally commonplace, is staff operating under the assumption the promises they got in terms of ST participation will turn out to be the case. "Bob and Mary already pledged they'll come do things over at my game, this is gonna be awesome!". But Bob happens to be busy due to Overwatch and Mary pledged the same thing to three different games so she runs one thing a week... which means players either find their own fun if they can, or they walk away - for newer games this can be a real killer since they don't stick around long enough for the next newbies to find someone to play with, so they leave too, etc.
The truth is this is a pick-your-own-poison proposition. Either you hire more staff so they can run plot, but then you get an inflated staff roster with all which that entails, or you try to keep it trimmed to work with a tightly-knit team and end up burning out to a crisp or relying on player STs to do these things.

@surreality Now and then I find myself muttering how unfair this all is - after all I know how to exercise, my form is good, I'm pretty well read (for an amateur) on studies and manuals and I'm usually pretty conservative about testing my lower back's limits... so when it craps out on me it's disappointing. I'm trying to take care of the damn thing, whyyy.
Then I realise as physical unfairnesses go it's pretty damn low on the totem pole. There are lots of people out there unable to walk or do basic things in real life through no fault of their own or at least way less than "well, they allowed themselves to be out of shape for a decade while sitting with bad posture on an office chair every day", so I should be thankful for what I do have and can still do.
But the self-whining resurfaces.

And also not all police officers are beat cops... you could be a detective mainly involved in the hunt; tracking down clues, gaining access to crime scenes (which spirits may have had a part in), investigating murders... it doesn't all need to be done as per Hollywood full of car chases, and shootouts/fisticuffs with the perps.
Or just play it for the consequences. Yes, you lost your temper again and another suspect's scattered parts had to be buried in an unmarked grave outside town; IA is starting to get pretty damn suspicious, other wolves are pretty pissed off at your dumb antics but it was always your dream to be a cop just like your dad and his dad before him. How long can you keep this going? How long should you?

Being a PC cop is not just a valid concept: it's an important one.
Disallowing concepts in general should be something games need to be more careful about. Sure, as @Coin mentioned there are certain practical realities that need to be observed -- a Vampire being a kindergarten teacher would be iffy because how the hell are they going to operate during mornings or an Uratha whose career is in professional boxing is a disaster waiting to happen but simply forbidding things in CGen discourages people from even coming up with something potentially creative.
Yes, also quite possibly potentially stupid, too. But the two are often related.
Maybe the player is counting on those issues becoming evident in play to force a change of venue for the character... or maybe they just want the drama and being at the center of attention. Staff always retains the right to say 'no' if the concept doesn't feel right for the circumstances anyway.

Do whatever you want but please, for the love of Cthulhu, don't ask me to have to memorize and use real-life response codes, radio protocols and advanced cop lingo for everything. I didn't like it on TR even though I liked the RP and most of the people involved just for that reason, sometimes I had no damn idea how to respond to things.

@Warma-Sheen I'd disagree with you on that. No, Timmy would never do a 360' dunk when a lay-up counts for the same points (although in his youth he was putting on some pretty spectacular displays of athleticism) but that's not all basketball is about, it's just part of it. If that was the case then Vince Carter would have been considered one of the best ever and he really is not.
Tim played at a high level for longer than almost any other player (Kareem comes to mind), changing his playing style to fit his team and physical limitations following injuries and age, had the presence of mind to allow others a greater role when he could have just let ego rule their decisions - and he certainly had the clout to pull it off - then simply won with his team. No individual player put on a show, you are right, but the group as a whole made for some pretty damn impressive offenses, redefining ball movement and crushing the opposition.
I was supporting the Heat during their last championship run but damn... I've very rarely seen a team be as dominant as the San Antonio Spurs. And Timmy was a huge part of it.
Plus, D&D man! Come on.

@Insomnia I read about this a while ago but if memory serves it's pay-to-play for several kinds of games and the mechanics are pre-defined. I.e. you can't just use it to play oWoD or something.
But if someone has personal experience please share it.
