Makes me think of a group/troupe approach where the core is the values and goals of the group, and how various gains and losses affect that core group identity/balance. But I like that idea of a society with values that shifts over time so maybe I see it everywhere.

I have to admit, it seems like almost all RP settings become something like set dressing on yet another a wealthy twenty something dating sim.
Hard to tell stories when the referred to complications of the setting aren't actually important in any way.

In a survival game, its not just bad dice rolls. Its not having enough characters with the right skills to support the band you have. If you have 5 gatherers, for a dozen people, and hunting is scarce, then suddenly you have to flee towards an unknown place, and find that the water or food there was poisonous, you might easily face loosing characters to "the wrong choice" and "we just don't have enough to go around".
People aren't good with starving usually. Nor are they good with abandoning one of their own. Without such possibilities, it's not a survival game. It's closer to a frontier game.

You could allow for the gain or loss of resources that count into how many NPC support/survivors you can comfortably keep on. They can in turn represent labor and a pool of skills and such for the community which is your measure of a village building focus.
Individuals doing parties/gangs/bands seem like they would dip into doing riskier jobs for some support from a community partly in exchange for easier to get harder to port supplies - like fresh fruit or vegetables, or services that you just can't do in the hinterlands.

For post apocalyptic survival, would people really be up for things like if not enough survival checks were made, your band is now hungry, or diseased, and suddenly in desperate straights, and yeah in a few days if you don't resolve it, you'll be losing characters?
Or are we talking no stakes there isn't enough of anything, but we never run out of anything anyway?"

Also, Basic RP based stuff, though later stuff is more interesting.
Also all retro clones, and most games that say hey I have a setting, I've made a meh system to go along with it (what you want the system to help illuminate the setting/ I have no idea what you mean).

WarHammer pfft.If a setting includes even a tiny bit of something to for lack of a better word restructure the approach to the experience, that can be good. Really simple example: The Kushiel religious changes to sexuality.

I have had bad professional teachers in my lifetime, mostly at the college level. However, I have had a ton of teachers who were great at teacher, taking care of students, and passing on their love of their topic. They do not deserve to be maligned. Even dorky Canadians teaching English.
However, here, well its funny to admit we aren't so great at passing on the wisdom.

No need to answer. You should know that I know you think I already think I know the answer, and so exchange would be pointless.
For those in the viewer audience, I framed things in the form that it will occur to you to underline that no matter how frustrated you are, there is a less troubled truth under there if you can get past all participants monocular vision of how people communicate.

It is also possible that some people react differently to the exact same wording and actions, so to some one appears as something positive, to other as a negative. It may have little to do with the actual core intentions or even the tools used. In the end, your audience can be stupid. You can either try to accommodate the stupid or avoid it, or get used to it mouth breathing about you til you go away.
It would be nice if everyone could be aware of this idea, and maybe give people more slack, but whatever.
