You could put it on the template page itself inside noinclude tags. (Like how people often do to categorize their templates into a Template category without including that category on pages that use the template.)

I remember talk going around about making a sort of artist commission Tumblr that would gather different artists offering commissions, but I don't know if it ever got off the ground. But using the search or tag search will probably bring up stuff, especially if you sort it chronologically.
I've probably done commissions for as low as around $20, usually more sketchy works and/or from younger artists, but more established folks are going to probably be charging around what I mentioned. (And also it's kind of sad for artists who are way undercharging for work that comes out to like -- below minimum wage when you break it down by hour. And also makes it harder in general for artists to charge fair prices for their work.)

I have! I caught Vylla when she was doing a big commission to raise money for some hospital bills, so it was discounted from her usual rate. I paid $40, where I probably would have been paying $70-$90 otherwise. Art commissions can vary a whole hell of a lot as far as price goes, really. My best suggestion would be to browse around Tumblr and so a search for "commissions" or something else and start finding some artists whose style you like. I mean, I've commissioned art from literal high schoolers, because there are great artists around even that young taking commissions.
It's a whole lot of fun getting to see art of your characters, I'll tell you that!

So I was having a ball the other day looking back at my old domain and websites I had in high school on the Wayback Machine, and I found that I actually had a page where I'd recorded a bunch of RP characters that I never would have been able to remember nowadays. That's it. @Roz, we need to make a game where there are three warring nation-states, one based on 1984, one based on BNW, and one based on F451; and these societies are all warring with each other trying to figure out which one is the most dystopic and can crush their citizens's sense of self more efficiently and with less dissidence. (It's a very cold war.)
We can call it Dystopia³.

X-Factor is a brand new second-generation X-Men movieverse game with a cyberpunk feel. We are a roleplay-focused game with a friendly atmosphere and a playerbase that loves to hang out and chat. We use Faraday's FS3 system for chargen and combat.

Probably not the Steel & Stone crew -- I was of that number and still chat with most of the other staffers, so I likely would have heard. But possibly one of the others! I know there was a lot of chatter about starting a new GoT game after the last hubbub of conversation about GoT games in general. Or I guess possibly other S&S people that I'm not still in contact with.

Like it or not, there's a lot of RP going on on other mediums that sometimes can and will adapt well to MU*s if you give them some guidance, but we've got a bit of a barrier to entry. The games I staff on don't have an actual room on the game with the very basics of commands that @Three-Eyed-Crow mentioned, but we have that on our wiki, which is more easy to navigate for MU newbies anyways. And we've got client guides for SimpleMU and Atlantis for folks who have never used these programs before.
I think Tumblr RP confuses the hell out of most longtime MU RPers -- or at least me and most of my MU friends -- but it's where a lot of RP has gone and my games advertise there. And while the returns are not huge, we've gotten at least a few really cool people who just needed some guidance on the basics to get started and then were great.

If you like robots in your sci-fi, I staff on Transformers: Lost and Found which will, in fact, eventually have Firan's combat system installed (with permission). Our code-wiz Pax (Sparks on here) has just been crazed with RL.
I'm also working on a future Marvel mutants game on a general movieverse timeline that'll be using Faraday's system which will be open in a couple weeks.
