If you're in a public rp room anyone can come to, isn't it sort of on you in that case to be like "Oh hey, since you just walked in - we just set this building on fire."
A few times (maybe a dozen in the 3 years I've been MUing) I've had people enter a public room and pose in before I have time to notice that a new player has entered. Like, while I'm in the middle of typing, or looking at my fingernails. I recall a player who was notorious for typing one or two sentence poses, and typing them fast. You'd get the 'enters' message, and then 30 seconds later he poses in.
I definitely feel the people who are in a scene should offer up a set, and some information, but the person entering gives them no time to do so, and doesn't ask, what can you do?

@tangent I could be misunderstanding here, but people have a reputation score. If your reputation starts to fall (below zero, maybe?) the forum starts to limit how frequently you can post? What's-his-face seemed to indicate something like that, when he was spraying his crazy all over the forums.

Not to detract from thinking it's a good idea, but could you put up some Wiki tutorial stuff under the How-To section? I do see there's already a few pieces there. Maybe also create a 'Need help?' threat under the Mu Questions and Requests?

And now that we know it's @VulgarKitten and @Insomnia down voting @Derp, I suggest we get back to things we are thankful for.
My start as staff was made possibly by supportive staffers and players over at The Reach. My time now on BITN has been helped along by my wonderful colleagues and, most importantly, good players. Players that know the systems and codes, players who will help me look up a news file when I forget where it is, players who (god bless your hearts) make storytelling fun.

I just tested... just to clarify, if I do ansi(xx xx xx,Test) it'll not work. If I do asni(<hex>, test) it'll come through just fine.

https://roll20.net/ is mostly the premier tool for dice, maps, and chatting. The obvious downside for this setting is that it requires an account.
I've had luck with whiteboard apps (https://awwapp.com/) as they allow you to free-form draw, and gives you a shareable link. You just click share, send the link, anyone can see it. The downside is that you don't have a grid, can't drag+drop avatars/tokens/pieces, etc.
In all, I'd probably recommend using the whiteboard, if your players agree to it, obviously. The biggest downside is that going outside of the MU (except to a wiki, if there is one) is generally cumbersome and actively opposed by some.
Alternatively, you could always "draw" up a picture of the screen in an ASCII art maker (http://asciiflow.com/) and then just @em it into the game. You'd have to do it every so often, and it would scroll the screen, but it wouldn't require players to do anything but MU.

How To Mu*
There's a pretty steep learning curve coming into the hobby of MUing. Getting over that initial hurdle requires some hand holding. In an effort to make that a little easier, @Caryatid has made a new player guide! I've seen similar on different MUs, but I feel that this one is pretty good, and pretty thorough. Note that it's meant to be a general guide, and you might want to edit it with your own relevant information. We've adapted it and put it up on BITN's page.
With @Caryatid's permission (who is just too dang shy to post on her own), I am sharing her work. You are free to use and adapt this guide to your own MU, just please be sure to credit "Caryatid@MSB".

@Arkandel There's a big giant wide gulf between forcing someone to RP with a person, and finding alternative solutions to when they do not want to RP with a person, or more pointedly, asking a player who does not want to do the job he or she has signed up to do to step down.
In my original response, I had a series of questions, ideas, stipulations. My response was to your blanket statement, which you stand by. Obviously more details are needed, but I'll stand by my statement as well: If you take on responsibilities and obligations, you are responsible and obligated. Guess we can agree to disagree on what those words mean.

Of course. But I imagine you communicated with someone about this person? Staff, someone else in your house? This is why I had originally suggested it's important to know if this other player is ignoring you as an individual, or just being derelict in their duties.

@Sunny I don't think anyone but @Arkandel suggested staff make people RP together. He just likes his straw men.
What I said was... If you (in this case, actually you as your persona on KD) accepted a position of authority/power/etc (such as you have) and went two weeks without giving someone something other than "yeah we should totally RP eventually" despite their repeat efforts, AND you failed to go to staff or otherwise find an alternative to RPing with this person, then I would want staff to take action, mostly in the form of removing you from that position.
Again, since apparently I was unclear, if you stand up and say "I will do this thing" in an RP community and then do not do this thing, I think you should no longer be in charge of this thing. No one is suggesting forcing two people to RP together, because that's absurd. To quote myself: "Don't want to have to RP with anyone? Don't sign up to be a leader. Don't want to RP with a specific person? Talk to staff. Agreeing to do something then not doing it is rude."
Now, @Arkandel has pointed out that we're apparently talking about a Maltese Falcon game, or playing characters from that story, which I honestly know nothing about (which I guess makes me the ignorant slut). Nowhere in OP's prompt did s/he mention this, so I only have OP's prompt to go off of. If it's the case that this is a preexisting character, it brings up a whole lot of questions, mostly around how obligated are you to stick to whatever your source material is. I got no idea. I've never played a pre-made character, or a character from literature, or etc. I would like to believe that any game that uses premade/literary/etc characters would already have a rule about this very situation, because it seems like it would come up a lot.
My whole point was based off @Arkandel's statement: "No matter what you are never obligated to play with one specific person."
I believe, again, that if we agree to the obligation then we are obligated. Instead of RPing with someone, you might be able to pass off the duty/responsibility/scene. You might be able to work with staff to find a solution. You might be able to work with the individual player to answer questions (or approve a story) without actually having to do the scene. But, ya know, if someone steps up and says "I'll take X duty" they ought to do it, or handle not doing it.

The tradition is to go into a wood-powered sauna next to the sea and whenever you feel you're getting too hot, you dive into the freezing water before going back into the sauna.
It's not nearly as fun when you make it sound all normal and logical. SIGH!
(And yes, I've done that, just replace sea with icy mountain creek. Colorado-style.)
