I don't think any of us here are talking about the specific setting of Penny Dreadful but rather a setting in the style of Penny Dreadful.

@Misadventure The idea is to use the setting (as in the atmosphere, the general politics, the locale, the look-and-feel) rather than the plotlines themselves, I believe.
It's not about recreating PD, in fact we'd probably have to toss a lot of its specifics out right from the start.

Agreed. Not the TV show in particular, but the Penny Dreadfuls. The little, cheap rag horror serials that take place in turn of the century settings. Lovecraft. The Ripper. Werewolves of London.
Think Sin City of Horror, stories told in a slightly noir/dreadful setting.

Agreed. I just like the settings. 1800's London. Again, Jack the Ripper, Jekylland Hyde, etc and so on.

I'd suggest reading some of those Penny Dreadfuls then. They are, in fact, usually terrible, or plain and simple.
Then again Dumas wrote in serials, and I like his stuff.
Also, I wasn't accusing anyone of anything. I said look at the character dynamics, and see if that is what is interesting or is there a more applicable part of a property. Same would apply to plotting, pacing, and writing styles of awesome authors.

A lot of Dickens and the Sherlock Holmes stories were also serials. That stuff was the weekly TV of its day, so it tended to be churned out pretty quickly and with limited eye to quality, but there was a lot of it. So some of what we now consider classic literature started as very low, disposable entertainment.

For me it's less about emulating any one type of serial and more just the general atmosphere. Foggy cobblestone streets lit by flickering gas lamps. Shadowy killers lurking in the alleys. Things like that. It's just one of my favorite periods.

Why not make them Blood Thanes, meaning they go to live, and be part of a small community that is fed on once every few weeks, then are returned if they wish to go home? Ones that are scared to go home, or who see opportunities for power or service, desire to be ghouls, or want to be embraced might stay. It's like going to the svartalfar underground cities where there are wonders and terrors, amazing powers and skillful artisans, and so on. You could even run such a society much as Ars Magica had warriors and farmers around Mages.

Old West WoD would actually interest me. Lots of potential for great RP there, and saloon RP would be a /lot/ more interesting than bar RP, cuz the local sheriff only cares of it was a clean fight or not.

In our 1990s universe that WoD evolved from, there were quite a few bars where the cops just give up on, in those areas of town where cops give up on. In fact, there still are.
We don't have bar fights on WoD games because rules lawyers, not because of cops.

Also the lack of proportional response on a mush. While I would be up in most cases for my chars to be in a bat fight win or lose with the loser only being beaten up. Quite often even the most minor of conflicts becomes everyone pulling out the biggest guns they have and then staff being called, a super long time stop and then then almost inevitable retcon. None of these drawbacks gets changed by differing perspectives held by IC law enforcement either PC or NPC.
