Those who come in with big xp can just obliterate lower xp people. A lot of it is dependent on how pvp is handled and such but in general... not had a lot of good experience with xp tiers personally.

That's an understandable concern with XP Tiers, and is something we're keeping a very close eye on in the early stages.
As for broken combat merits... we do not use Armory or Armory Reloaded on Paris of the West. No Fighting Styles are allowed.

No XP will be gained until opening (partially because I won't have any of the XP systems coded until then).
Thaumaturges will be added as a Template, but they're near the end of my list, so they may miss the Beta date, but will be available by Opening.
Fae-Touched are not currently allowed.
Ensorcelled are allowed, and there are a few Merits in there for them, but you'll need to discuss specifics with the Changeling TL.
The Ghoul merits that the Vampire TL is allowing are in.
Wolfblooded stuff is in (although I'll be circling back with my Werewolf TL when possible to make sure nothing was missed).
Psychics may miss the opening date, because we're still deciding as a team how we want to handle them.
Proximi are allowed (as the Sleepwalker template).... I think I got them all?

@magee101 Our 'alpha' is more about allowing people to log in and look around (right now, we're locked down to staff logins only). CharGen is still being coded, and our Wiki is still being built, but we'd like the opportunity to see who's interested in our idea, set up a dialog, kick around some story ideas with our first 'wave' of players. At some point during Alpha, we'll open up Chargen, because I'm very sure that people will find bugs in my code, and I'd rather find them sooner than later.
Beta is where we start talking about character approval. Some of our House Rules may still be in flux during this point as well, but will be firm by the time we open.

@wildbaboons 'Paris of the West' is an old, old name for San Francisco. Back during the California Gold Rush era in the late 1940's.

@kay I don't see why that would be a problem at all! In fact, our setting prefers characters that are new to the city, so you and your crew would be a welcome addition.

@kay The Alpha will most definitely include a Wiki. Direct Character transfers will not be allowed, however, we have a Tiered PC system so that characters can start with lump-sum XP. Essentially, you'll need to go through our approvals process, but we'll be working with you to make sure that your characters are still your own.

A gleaming edifice of technology, tolerance, and trends. This city is on the forefront of humanity, and the march of progress has become a sprint. Be on the front lines here in the City by the Bay.
At least, that's what they want you to think. The streets are clean, mostly, but please pay no attention to the junkie hiding at the mouth of the alley, drool rolling down his chin as he blissfully stares off into nothing. Jobs are plentiful, but please pay no attention to the child quietly sobbing while standing in the long lines at the food banks. Opportunities are equal, but please pay no attention to the whitewashed executive boardrooms.
The San Francisco of 2025 is different. A tech bubble that rivals Silicon Valley in the 1990's has swept through the city, bringing with it prosperity for those with the right skills. It has also brought income disparity the likes of which the city hasn't seen since the gold rush of the late 1940's. Political activism is on the rise as the have-nots push to become the haves, and, just like in any sort of conflict, factions are already forming.
Which side will you be on?
