A system that allows for the players to engage in the theme, without a GM/DM/ST present.
That is the absolute /one/ hard rule.
However, most systems can do this, if the theme and setting is written in a way that can handle it.
Personally, the one thing the system must have is actually a /not/.
A system must not be map based. If it is map based it adds a whole other level of difficulty to trying to learn the game, or do anything beyond roleplay.
Take for example, Warhammer 40K. Sure you could try and convert it to an RPG (They have, as a matter of fact) but if you tried to whole sale recreate Warhammer 40K, just trying to manage the armies would be horrific.
So, for example, say 5th edition D&D. Great system, I love playing it, but it is tied heavily into the map, which means you need the map in order to control positioning of the monsters and the players /or/ you need players who are cool with just being 'told' numbers and running with it while the DM keeps track personally.
As for else is required...
Depends on how much automation you want to do honestly. Almost any TT RPG can be turned into a MU if you automate it enough. Even something like Dragon Quest.

When I started my latest job most people gain 20-30 pounds. I've lost 50 so far. I am really happy about that but I am plateauing pretty bad now.
Why did I start losing weight?
Because I smoke.
In my previous job I was pretty sedentary didn't have to move much to have a cigarette (Literally step outside the booth I was in). Now I have to go down four floors, walk out to the smoke shack, and then have a cigarette, walk back, etc.
I also started just eating lunch every day not something I used to do. I make a sandwich, eat a mixed fruit cup, a little debbie snack of some variety, and a small bag of chips.
I also drink a lot less soda in general.
So now instead of taking the elevator up to the 4th floor, I'm taking the stairs. Oof that was rough for a while but now it's getting easy and I'm dropping more weight.
It's the little things that can make a difference @Thenomain

@skew Probably because Palladium's d20 game is a nightmare where you can't do even basic things with horrible skill percentages on hundreds of skills, min maxing, rng jesus at character creation controlling your Physical Prowess determining wether or not you're fodder or have a chance etc.
As much as I love RIFT's as a setting, the system was a horrible level based one.

My go to is every time combat is entered, there should be the possibility of real bad juju happening.
That applies to every type of character though, not just mortals.
Mortal horror to me should be horrific, and without that fear of character death or other drastic consequence, there is no fear, there is no horror.

I dabbled on MU's since 1992. My first real MUSH was AmberMUSH which I think I started really playing in 1993. So 25 years for me... damn. Over half my life.

@Auspice I have that problem too. I try to accommodate to many people and then get put in the middle, trying to hold it all together and then when it falls apart, I get blamed.
It sucks.

@golgoth I remember SR4 Seattle, and it worked ok with the web based interface. The problem was the chargen was easily breakable in 4th where you could start with nowhere to really improve.

Take code similar to Arx's, or the same overall purpose, and then set the game somewhere big and melting pot like.

@Chet I like the idea of an OC game, I've seen some beautiful ones done back in the hayday of hobby. This actually hits on something that bugs the crap out of me about some games (WoD especially).
People just ignore the crap out of theme. They throw it away and trample it.
Back in the day this used to be called 'Special Snowflake' where everyone is special and somehow defies theme to the point that there is no regular theme in place, the game loses it's flavor entirely. It's something I've seen infest a number of good games and anytime you try to bring up playing within theme you end up with people attacking you for saying something is 'wrong fun'.
I hope this takes off, not only because it's a sci-fi game, but because it's not /pretending/ to be something it's not, which is what you run into on a lot of games.

Happened when I saw Atomic Blonde, with two people chattering away in Portuguese. It's like, really?!

The rules for magic and such aren't the only thing.
4th had nowhere to go. You could create a character that had maxxed out their possibility in their chosen field. You were so good, the only way to advance the character was to become /that/ good in other areas as well.
5th is much more reasonable. Starting characters can be awesomely good but not to the point they have nowhere to go.
The only thing 5th did that is stupid, is the nanite ai brain hack arch.
Hate that storyline. So stupid.

RE: How did you discover your last three MU* ?
@faraday The advantage to being able to play by web is the ability to get involved easier for someone new to the game, and for things like possibly being able to play from Work. I've had jobs where it was slow enough I could play, but playing via phone /sucks/ and could not bring a laptop in.
I think it would give us a greater chance to get new people into the hobby too if they could just be pointed at a web page and go.

@Thenomain Elves can be pudgy and fat. They just by default are more charismatic. Doesn't mean they can't still have a 1 base charisma, and end up being human average, which... can be pudgy or even fat
