Look up how much each income bracket/population chunk pays into the federal tax system. It gives some interesting insight into the idea that everyone is paying, and the rich are definitely paying a lot more, though perhaps not a true fair share. Though determining a fair share is difficult.

Magical reality. Ars Magica had that more or less, depending on how you wanted to play it. For some reason i still want to attach it to a realistic seeming war system, and trade and production system.

I admit I prefer games where the PCs have "magical powers", be that cybernetics, superpowers, or learned or inherent magical abilities.
ETA: Or Psionics. Don't want to be powers origin-ist.

Yeah but you need an OOC plan to make sure the feel that there is an active Crown that has a little of the personality of the Crowned in it happens. And not burden that player with endless parties and things.
When I was young I heard a story that I haven't found again, where an unpopular King agrees to shake the hand of all his subjects, believing few will show up. They show up for so long that he knowingly dies from exhaustion. That's how I see the Crown on an OOC level. Every time.

I think that if I had to run a Changeling Sphere, I would make the Crown fall upon people unwanted. I would give them a list of questions that would give me an idea of how they would rule, and then all meetings etc would be offscreen.
The Wyrd is mean like that.

Please unlink Fantasy from D&D, There is little about the system that is necessary to a fantasy setting, and it is full of character limiting mechanisms unless you get into the chaos of addons like Buy The Numbers.

What I was suggesting is really just inspired by most books and shows I have seen/read recently. Both media often reveal their (often not yet created until you read it) backstory, with details and so on. Often this includes learning things about characters where they colluded with cover ups, committed crimes, or otherwise know more than most about what happened and how it was resolved in a dirty/messy fashion. Cuz how would you know what there really is to know, if you weren't behind closed doors etc? It can be violations of codes or laws, atrocities or actions out of keeping with the desired image, it could just be the sausage factory that is politics, as long as you have something to lose if it's brought to light.
HOW you do it is a matter of taste and complexity. Linking it to the Secrets rating makes it mandatory and tracked by the same Merit.
You could (less) easily throw in Dirty Secrets as another flaw type thing, and let people define it however they like, including linked to the City Secrets.
I like noir, and the intimacy of a shared difficulty, even between rivals or frenemies.

Shoulda thrown in some sort of mandatory link to the less savory secrets of the past, so that with knowledge comes hooks and hooks that are barbed and dug in deep.

A lot of it is a reference to the actual code being used. MUD, MUSH, MOO, etc.
Styles of gameplay have arisen around those code types, but its akin to sating that something is sci-fi because it's written in a certain font.

As a note, IC power level never equates to always having RP. People just stamp their feet and feel locked out. If they are locked out, its because someone wants to, and will use whatever tool they can.

Yep, we purposefully stress and terrorize one another socially, and physically, as a tool. It's part of the competition.

Code a command that PW blocks a targeted player for a random number between 12 and 36 hours. Have it announce who has banned whom, and kick in 1-5 random hours later.
Variant 1: Only one player can be blocked at a time.
Variant 2: You can't be blocked again until everyone else has been blocked once.
Variant 3: If you block the last person other than yourself, you are also blocked with them.
Do not explain how it works.
If asked about it, explain that it is "working as intended."
Have it track who has banned whom and post that update once a week.

Sounds good.
I've not played at a Superhero MU*, but I have heard and seen examples where people are required to describe the powers and personality traits and social circumstances by giving examples listing comic issue and page number showing that thy are correct.
I think that sounds like a pain, but I've heard that staff would be biased against certain authors, storylines etc, so suddenly you were in a mine field of dealing with biases in triplicate forms, and it was maddening.
