      The rules posted were just for post-creation advancement. Everyone will start with the usual spread of traits per the rules. Also, not participating in plots would be a very slow growth indeed at ~3 XP a month.

      The BITN Experience Philosophy

      The purpose of XP is to allow for the growth of a player character, as well as to provide an incentive for participation in the game. Character growth should be steady and roughly equate to the activity of a character in regards to participation in plots and utilization of game mechanics designed to provide experience. Experiences should allow a character to grow in their abilities, not be a necessity for them to be effective.

      As such, Experience gain shall be minimal but also relatively unimpeded. There shall be 4 ways to gain experience on BITN

      • Approved player characters will gain 1 beat every day

      • Through the methods outlined on page 76 of Chronicles of Darkness, excluding end of session, and any other gains as directed per the rules

      • Through participation and running of plots

      • As rewarded by staff for exemplary OOC behavior or as a game wide reward

      Advancement

      Players may spend their character’s experience as follows: Any trait may be raised without justification, though no trait may be raised more than once very week (7 days). Certain stats, notably Status and Mystery Cult Initiation, may require a successful vote. All stats begin at their lowest possible level (usually 1, but some merits are exceptions).

      I've played on a few Super Hero MU* that have allowed DC/MARVEL/Image/etc all in one place. My personal feeling on this is that "all comic titles under one roof" allows for some interesting RP, but it's also very uncomfortable in the sense that there's only so much room.

      For example.

      • The JLA and Avengers, why need both? Why would the government sponsor an Avengers program, a JLA, and their many splinter groups, AND S.H.I.E.LD., etc etc etc.
      • Nova Corps and Green Lanterns. Why two universe-spanning police groups?
      • Mutants or Metas, and how do you take DC's handling of one versus Marvel's handling of the other?

      Every time I stepped foot on one of these games, there was this long period of learning curve that was a bit unwieldy for me. Batman on the Avengers? Okay, cool, but who sponsors the Justice League AND the Avengers? Both groups exist? Why not just one? Captain America is Justice League? What about his back history with SHIELD and Peggy Carter in WW2? Does this mean Howard Stark and Peggy Carter didn't help form SHIELD? If that timeline changed, why does SHIELD exist, and if Captain America never became an Avenger, which he was the first, how did this change?

      Headache

      As for why both can exit, even government sponsored, well, there are over 70 Federal Law Enforcement agencies in the US in reality. They have a lot of them, maybe the JLA is backed by the DOJ while the DHS supports The Avengers?

      Also, Captain America wasn't a founding member of te Avengers traditiknally, but made one through consent of the actual founders.

      There is an easily made correlation with traditional card playing (e.g. poker) and traditional card collecting (e.g. baseball cards) that makes explaining a collectible card game exponentially easier than explaining roleplaying.
      Also, they have entire cartoon franchises for advertisement. Lonely virgins of all races can play!

      I am involved in a lot of nerdy hobbies, and I have noticed that while not a lot of black people seem to do RPGs, collectible card games are much more racially broad.

      Doublepost but hey, the main reason the Fantastic Four were generally loved and not feared was from day one Reed Richards played to the media, turning them into celebrities. Basically the opposite of the X-Men or Spider-Man.
