I would suggest using the Dread Powers stuff from Hunter: The Vigil (or Mortal Remains for Second Edition, which I recommend). That would cover pretty much everything you could want for the "monsters" while giving you a hefty chunk of ifnormation for having humans as the main PCs.

That'd also serve to sort of preserve the Vampires Are Badass, as a lone wolf probably wouldn't want to tangle with a lone vampire, but even a group of vampires wouldn't want to tangle with a pack of werewolves, even if their numbers were even or slightly better.
Bonus points if it's something that could apply to non-werewolf pack members. Hell, even if it was just that you get a bonus to contested rolls or effective resistance traits when in proximity to or working directly with your pack mates. That'd also give mages more reason to be wary of antagonizing werewolf packs, if their pack bond made them more resistant to magical interference/influence/etc.

You still sort of get exactly what you're talking about here, it's just not innate. Reading through the Gifts, Rites, and Merits, you start seeing that a lot of them rely on having a pack to work off of. I would hate to be anyone facing a pack of Uratha whom each have high Pack Dynamics Merits. That shit is fucking terrifying. It may not look like much, until you remember Grappling can be a Teamwork Action, and then you imagine 2-4 Uratha in Dalu grappling you while the last one shifts to Gauru right in front of you.
I mean fuck. And there's loads and lods of Gifts that help you based on which and how many Packmates are around you. So yeah, it's not innate, but if that's your jam, you can get your desired effect.

For Packs, I think there are solutions in the form of facilitating ways to get NPCs that belong to your Pack. This shouldn't be hard. I am currently developing a compound Merit (look at the Demon Merit "Arsenal" to see what I mean) that helps round-out a Pack from an NPC angle and will help aleviate the thematic gaps in going out and RPing without your PC packmates.

This is the Eldritch grid. It does not have street crossings. Instead, each grid square is a sub-district, belonging to larger districts.
Easy to navigate, and a maximum of 30 "grid squares". There will be neighborhoods and stuff within them, but you can just hit "out" until you get to a grid square and then from there the map is super clear.

No. Because it's likely you're losing a lot more than 1 XP. You're losing an entire Cover. So while those Merits are probably returned to you as Merit Dots via Sanctity of Merits, you're still losing an entire avenue of RP. And any Cover dots you bought with Cover XP go bye-bye.
Plus, Going Loud is fucking dangerous. I, as a storyteller/staff would never allow someone to Go Loud without then following up with the appropriate NPCs (Angels, Stigmatics, other Demons, people, whatever). Going Loud should be a risk. Will you probably win the fight? Sure. But it's Pyrrhic at best.

Working on it. I can't promise it won't be activity-based, though. I can promise I will do my best to promote situations where people are eligible for Renown without having to put up "need a Renown scene" on the boards, however. I think the whole "set your own bar" thing will be a deciding factor in how I do it. So we'll see. Gimme some time. We're a way's away anyway, still.

This is mostly spot on, yeah. The real challenge in 2e is making sure all of the ST-heavy elements are present and accounted for. If staff/the ST doesn't make Angels a real danger, then Demons will run amok. Same with vampires and political machinations--they have to be there, they have to be a challenge, they have to be real. Werewolves need to Hunt.
One of the things I like about the new editions is that everything encourages you to act. There's nothing that really encourages you to sit around and do nothing. MUs that do encourage that will get stale and inactive, because they're basically being anathema to the principles of the games.
Hell, the Aspirations system is basically a "set your own goals, even if they're silly." You know that at least you have something to do that you are interested in doing. And if you're not, why the fuck did you pick it as an Aspiration? Change it, dumbass!

For Werewolf, I'll be playing a graduate journalism student who will First Change into a Cahalith and, if all goes well, join the Storm Lords.
For Vampire, I'll be playing all of your worst nightmares, because I'm going to enjoy NPCing the fuck out of that sphere.

I love Hemingway's short stories. I think the man was a master of understatement and concise, crisp writing when he wrote short stories. His novels, however, leave much to be desired because his style serves better when it doesn't go on and on and on and on.
His poetry is the stuff of nightmares; I wouldn't subject my worst enemy to it.
