This wouldn't be the first time I've tried this. I've done it at least half-a-dozen other times.
Part of the exercise is figuring out who has the energy and willingness to comply and try to help us get things going. And once I get a handle on that, I know who to turn to when I have a plot-idea to run. If people complain about being excluded, I can simply point to this request, and point out how their failure to respond led to an apparently-erroneous response.

No. Breaking the Fourth Wall is for Deadpool. Playing with a spouse is functionally no different than playing with any member of a troupe, which means you would have to bar troupe members from being a benefit to one another. And then, there's no reason for a troupe.

It is.
You don't have to participate, but failure to participate means I have less information on which to draw from to create interesting scenarios for an individual player or a group. That's all. I'm not a mind-reader and I'm not omniscient; I don't know what salient things have happened since the PC was approved.
Thorne's player gave me an excellent precis on his PC. And now I know a bit about the player's motivations behind the PC.

It depends on the situation and the players, and the system.
I know that doesn't help, but remember that MU*ing, like gaming on a tabletop, is a collaborative effort. You have to know the expectations going in of the players. If they are the type that prefer story over mechanics, fudging would be fine if it helps the storyline move. If they are the type that prefer the mechanics, then stay hard on the rolls and don't fudge. Some systems are more forgiving (WoD) than others (Earthdawn) when it comes to good and bad rolling.
The hallmark of an experienced GM is in making these calls on the fly, but it does start with the situation, players, and system.

I'm going to second MechWarrior 4: Mercs. It's a pretty good game which requires a brain or two. I also liked the Mech Commander series, but it wasn't as popular.

Sounds like Endless Space, which isn't a bad thing. It's quick and simple, but I think the people that will be attracted to the theme aren't going to like a simple system with that. You'll probably need to add some crunch in order to differentiate the relative merits and flaws between Sub-Zero and Scorpion, for instance.

I'm not so sure it would be that difficult. You could use a timer and require an input within 30 seconds, else default to doing nothing in response to the attack. Not exactly fair if you suddenly have to take a shit, but you should have thought of that before entering a street fight.

You can rotate theme without changing the setting, or forcing players to change their PCs. There are many themes to explore in "zombie apocalypse," as evidenced by the longevity of The Walking Dead.
