Smaller groups. If you want to encourage people to RP together, get two or three maximum together for something small and low-stakes. Five to seven is a large enough scene that some folks will be wary and/or uncomfortable, so will stick to who they know. Two or three and they've no option but to RP with someone new.
That said, don't force it. Sometimes people just don't want to RP with people with whom they're unfamiliar, especially not in any organised scene/plot. Especially if they've got limited play time.

Whenever I meet snipers, I usually just say, that must be nice, I'll call you when I'm doing anything outside and we have hours of notice so you can belly crawl to your position and not move ages, then, when things go sideways and the firefight is on the OTHER side of the building, you can complain OOC to us that you have nothing to do. FFS, grab a SMG smartgun and get in the game!
While I agree that lone-wolf style snipers (the players of whom clearly have little idea how the vast majority of snipers actually do their thing...) are meh character concepts... if you're running a thing and there's a sniper-PC - using a system/theme in which snipers are definitely a thing - and you don't give them something to shoot at/do? They're not the ones at fault.

@lotherio I presently give few fucks. The ultimate goal is no fucks. One can't give negative fucks as that's just giving a fuck in the other direction - love and hate being two sides of the same coin and so forth.
Whenever this question comes up, it really boils down to one thing: Are all the gathered people having fun?
If no, then it is a problem. If yes, carry on.
The problems in the former are often situational and subjective, and it usually simply reflects a difference in attitude rather than anything inherently "bad."

We're talking about things like using you or past tense or tabs in writing. It's not like these are alien ideas in prose.
If someone sees everyone else shaking hands, and decides to bow... then I'd probably think they were strange, yes. I was referring more to the first part of your comment, however, that we have unwritten rules. But they're not difficult to determine the very basics by simply looking around on a game. Everyone's using present tense, third person? Then that's probably what you should use too. Nobody else is using tab indentations? Maybe you shouldn't either.
