You can make it episodic. The main building work is done once. Then you have little tweaking sessions in between episodes.

That would be quite nice, actually: tacit assumption that a MUSH has a beginning and an end and, presumably, a story arc that fills it.

Here are the issues I see with this poll:

1. Clicking "yes, I totally prefer a small, focused setting" is easy. Does this convert into actual players playing, though? I've seen lots of games that were, in effect, "designed by WORA" and ... success has been "mixed" to put it politely. Because it's easier to babble on a forum than it is to get boots on the ground in the game.
2. The thing with small, focused settings is that they have small, focused appeals. So you put the foot down and make it Gotham-only focused on the Bat Family and associates vs. the various Gothamite villains. And I have absolutely no interest whatsoever in Gotham and Goathamite RP. So yes, I agree (hypothetically--I will not say which way I voted) that a small, limited, focused roster in a subset of a larger setting is my preference. Just not the one you chose. I want X-Men vs. Brotherhood. Or Justice League. Or My Little Pony. Or whatever. Which reduces your pool.

At some point I think that any tightly-focused game like you're proposing will have a problem of keeping a player base.

Of course you wouldn't. They routinely tear apart Republican claims.

I'd like to share my shameful story. Waaaaaaaaaaaaaaaaaaaaaaaaaay back when, when I first came to China, it was hard to get English reading material. Any English books you found were treasured and shared among the (vanishingly small: 7 people) expat community. You wound up reading stuff you'd never even consider before. (I read Jackie fucking Collins!)

I happened upon a dusty, beaten-up copy of A Game of Thrones in a bookstore. I was somewhat of a fantasy fan (usually more SF than fantasy, but fantasy was up there) so I gleefully grabbed it, paid the ENORMOUS amount of money being asked (about a quarter of my monthly salary!) and scurried home.

I couldn't stand it.

I couldn't finish it.

The book was such a tedious slog that, despite being so starved for reading material I was reading Jackie fucking Collins, I couldn't finish it. Hell, I could barely begin it. I actually read the first Harry Potter book all the way through (although just barely) and couldn't stomach the first quarter of A Game of Thrones. I threw it out, not even putting it on the reshare circuit, because I wanted to make sure the book was destroyed.

So given this antipathy to the source material, and given how difficult and time-consuming it is for me to acquire up-to-date North American television episodes (read: not impossible, but a serious pain in the ass) there has never even once been a slight temptation for me to look at Game of Thrones.
