Yeah, it's part of the setting. As mentioned before, it isn't balanced.

Agreed, it's part of the setting. It's why I like limiting channelers to Aes Sedai for awhile. The Three Oaths keep them in check, and even Black Ajah that don't have the oaths can't go around slaughtering folks willy nilly because of the need for secrecy.

And system wise.. yeah. Not exactly sure what I'll do yet. Pretty much know I'll adapt DFRPG spell system for channeling, but not sure I want to go full Fate given some other limitations.

Fate, or at least an adaptation of it in Dresden Files RPG , worked for several years quite well on Dark Spires.
it is very much for collaborative story telling and NOT for PVP as @Misadventure pointed out.. and it does have the problem of power creep. There are some ways of dealing with this, some better than others.

My goals for a system to use are:
Easy to understand
Enough options to make character customization possible and interesting
Freely available. No one has to buy anything to get it.
More narrative in focus.I am leaning towards a (maybe heavily) modified FS3 at the moment. Folks are pretty familiar with it and with AresMUSH most of the heavy lifting is done.
Still trying to decide on setting time and place.

Probably a 3 lowest, 5 highest.. though I wouldn't call nWoD simple by any means. Its probably more of a 7 or 8.

To paraphrase from Apos above... making it accessible is HUGE. Huge... but making it accessible in a way that is fun for both staff and players is big too. I've run into a couple of situations personally where to get into metaplot on games you had to have a staff run scene or two to teach you the secret handshake, bath you in demon blood, or what have you.. but the staffer that gets assigned that duty has had to do it a few times already and they aren't engaged anymore. To the player it's new and fresh, but not so to the staff.. and so it gets put off. Days, weeks, up to six months in one case for me before I just gave up, meanwhile the assigned staffers are running plots and scenes that they find enjoyable.

On the female side of things (and in Randland proper) Nynaeve was described as the strongest channeller found in several generations and she was more or less the exact match of the weakest female Forsaken, but that is in raw strength only, not in talent or finesse. There are other examples of experienced channelers able to make up for lack of strength with practice, specialization and familiarity. I would strive to have the power level of characters match to these constraints. Unaided (key term there), a PC won't be able to get into a contest of pure strength with a Forsaken and win, but they may be able to come out ahead through practical application (Moiraine balefiring what's-their-name, the Kin woman's talent with shielding, etc)
And yes, Feature/Book characters should be used sparingly. I believe they should be used to facilitate the story, not BE the story.

Forsaken as NPC: probably? Depending on the time frame the game is set it limits just who is around though
but also remember that the Forsaken are not the "fite me, m80" bad guy sorts. They're not only some of the strongest, most skilled channelers, but they're the most devious and manipulative. If a PC gets into a situation that puts them into a direct confrontation with most of the Chosen then the chosen wasn't being played well.
System wise I would try to make it so that while character growth never really stops it hits a point where a PC will never realistically be able to catch-up to where the Forsaken/Dragon are during the life of the Mu

This. I envision black ajah as a thing, but with a lot of staff attention towards keeping with the theme of secrecy. People being dumb in ways that would out the Ajah end up dead.
I am a big fan of wolfkin as well, but have run into the same problem of acceptance before. Most people do not know what the yellow eyes means other than that they're unnerving so it's not exactly unthematic for it to be accepted, but it's the other behavior that gets odd. Quite literally running with wolves should get a sideways look or two.

Hmm. Maybe base it in Katar. Has intrigue/conflict with Arad Doman, near near to Toman' Head for Seanchan shenanigans, potential for Aeil searching about, trollocs from Ways, etc.

Need to make decisions. Setting, crunch and code. After that it's finding help for things like help files and documentation and wiki.
Crunchy system stuff and the code to use is probably the first choice to make. Everything else is built on top of it. This is only day 3 but at the moment leaning towards AresMush and figuring out how to convert DFRPG style magic system over to FS3. Have a vision in my head that I need to write down and map out.
