I think that game works well enough for FCs because they're easy to model but I don't know that I'd use it for an OC game.
Is this because of given expectations for FC abilities/constraints (since there's reference material) as opposed to easily recognized limits etc. for OCs?
I only ask given the predominant "consent-based" model that allows for really loosey-goosey descriptions anyway.

One thing you may want to consider (and that I played around with when I was developing a Fate game) is providing some semi-permanent/sticky location aspects for IC rooms, as part of the desc, in addition to whatever scene-specific/situational aspects there are--more as an available resource for players to easily lean on, invoke, etc.

@ziggurat I believe there is a droplet that comes with Mediawiki, but you can always fall back to the LAMP droplet for Ubuntu.
For the latter:
- Create a MySQL account and DB for Mediawiki to use.
- sudo apt install mediawiki (I think that's the right package name?) OR
wget <mediawiki .gz address>, tar -xvf mediawiki*gz, and then sudo mv mediawiki/* /var/html/www/* - Go to your IP address in a web browser and complete the step-by-step Mediawiki install.
This will end with downloading LocalSettings.php and then placing it in your /var/html/www folder.

I have given considerable thought to a MotU game. I think it could work well with a very simple system, both in terms of stats/contested rolls and for ease of picking up/resigning characters from a +roster.
For me, one of the biggest things would be facilitating this ease of access. Some players may want to stick with their characters for a long time. If so, awesome. Others may want to do shorter-term TP "tenures" or even just a handful of scenes. (After all, this is just the prose version of playing with action figures or imagining new cartoon episodes.)
If others were interested in constructing a game with this philosophy in mind, I would be more than happy to help make it happen.

RE: Mixed Superhero Game Ideas
I'll admit that, as migraine-inducing as each crossover game's particular theme-weaving details can be to learn (are Sentinels a thing? did Maxwell Lord develop them? was there a JSA, and was Captain America part of it?), I find myself more interested in them as opportunities for more supers RP than specific universe theme/canon allows for.
Maybe it's because I know that if I want to have scenes with only [comic book publisher] characters, I can do so pretty easily--but I can also try to flex my imagination in interesting ways to see how I might tie together character hooks & themes across publishers.
Plus, it means (usually) more RP since the people who really want to play Character A can do so even if it means playing with characters from other universes. It also seems like OCs have an easier time when they're not tethered as closely to a specific canon. This is a guess, though, since I tend not to play OCs on such games ... though an OC-only supers game would be awesome, too.

@the-tree-of-woe It's because people aren't always clamoring to RP with Jimmy Olsen, but they are for Wolverine, Batman, Wonder Woman, Spider-Man, and other big names.
That's not to say a Jimmy Olsen player can't be amazing. They'll just have to convince others to RP, while someone playing Batman generally doesn't have to do that work.

I think I've been on one supers game in the last twenty years of MU*ing that expected dice use for conflict resolution. Everywhere else, it's been freeform/consent with the option of dice resolution.
As a result, I don't want to have to learn a formal system that's almost never going to be used unless it's REALLY easy to set up and use.
But, like you, I don't want to have to vomit trivia into extensive trait descriptions. For FCs, it's easy enough to assume that (for the most part) Wikipedia and other online resources can fill in details, with PC bits focusing on relevant nuances of interpretations of FCs they're going for.
For OCs, this is trickier, since there's no expected/conventional benchmark that players can lean on to "get" an OC's power limitations, character traits, etc. I'm not sure if I have a perfect answer for how to make this streamlined approach OC-friendly (in the sense of not putting more responsibility on the apper to define their abilities, weaknesses, personality, etc.) as equally as FC-friendly.

@runescryer For those who want to avoid the Metropolis/Gotham "two city grids" feeling of bloat, I could also see a night/day approach to tone/aesthetic (since it's often said that Metropolis is NYC in the daytime, while Gotham is NYC after dark). There doesn't have to be hard-enforced +time but rather just the knowledge that a scene meant to be taking place in the sunshine or in the shadows will learn more toward one end of the spectrum than the other?

You're going to want something that is...
- Easy to run, scene-wise
- Relatively uncomplicated for CG (and for playing in scenes)
- Well-suited to reflect super-powered shenanigans
I mean, the username gives it away, but my personal vote's for Fate...
That said, I find myself continually returning to the Valiant Universe RPG (which itself feels a lot like the Marvel Heroic system) to see if it's possible to crank down some of the super-randomness in GM vs. player and in luck rolls.

@packrat Not to speak for @Lithium but I think it's less about young heroes specifically than it is to remove whatever FCs are in that universe out of the equation. So the "new generation" is more about "not the Justice League" or "yes, even the Champions have been neutralized, so [thought-they-were-retired OC] must try to keep peace on the streets"

@carex So a kind of reverse version of the premise of The Authority, in which a JL-like team attempts to coerce the world to become a better place by making sweeping changes? (Unlike similar stories about the Squadron Supreme, the Authority arguably ends up making things better for some time...)
Also, I suppose Jupiter's Legacy might be a similar starting point, too, kind of (rogue superheroes fighting against an evil genius and his army of privileged super-beings)...
